For Filipino Tourists/ Residence Permit Holders in Germany with Expiring/ Expired Status in view of Restrictions Due to COVID-19 Pandemic

Further to the Philippine Embassy’s earlier Advisory dated 19 March 2020 for Filipino tourists/residence permit holders currently in Germany with expired/expiring status, the Embassy wishes to reiterate the following information from the German Federal Foreign Office/Auswärtiges Amt:

a. For holders of national visas (D visas) or residence permit:

Before the expiry of your permit, please submit, via email, an application for renewal of your residence permit to the Immigration Office (Auslanderbehörde) responsible for your case. Provide your complete personal data: complete name as spelt in accordance with German law, date of birth, place and country of birth, sex, nationality, passport number, the type of visa/permit and immigration case number (if available).

Upon submission of the application for renewal, the current permit is deemed to be valid until the Immigration Office (Auslanderbehörde) has rendered a decision.

In view of possible control/monitoring situations, it is recommended that you are in possession, at all times, of a print-out (or in another form. i.e. image screenshot) of your application for renewal of the permit, your current expired/expiring permit, and your own passport/ identity document.

b. For holders of Schengen visas (C visas)

The extension of a Schengen visa generally requires a personal interview. However, in light of the current situation, a request to extend the time limit for departure can be made via e-mail to the Immigration Office (Auslanderbehörde) where you are currently located. The request for extension must be accompanied by your complete personal data – complete name as spelt in accordance with German law, date of birth, place and country of birth, sex, nationality, and passport number.

In view of possible control/monitoring situations, you must have the reply of the Immigration Office, your Schengen visa, and your passport in your possession at all times.

Please note, however, that the Federal Foreign Office likewise reiterates that the situation is very fluid and short-term changes in guidelines can be expected at any given time. Thus, concerned individuals are requested to always consult with the Immigration Office (Auslanderbehörde) responsible for your case.

The Federal Foreign Office likewise advises that temporary visitors in Germany, particularly Schengen visitor visa holders, should avail of the earliest opportunity to return to their country of residence even if this does not correspond to their original travel plans, or even if this may result in a shortened stay in Germany.

Guideline on the Deployment of Health Care Workers during the Enhanced Community Quarantine and National State of Calamity brought about by the Coronavirus Disease (COVID-19) as stated in POEA’s Memorandum Circular No. 07-A dated 20 March 2020

“In compliance with national and inter-agency directives, the deployment of Filipino health care workers shall be strictly regulated to prioritize and provide support to the health care needs of the country during the COVID-19 pandemic. Such regulation shall be lifted as soon as the pandemic is declared to be under control.

Towards this end, the POEA Employment Branch shall immediately study, coordinate with health authorities, and provide guidelines for a regulated deployment of Filipino health care workers.“ (Section III)

Restrictions Imposed by the Federal Government to Contain the Spread of the Novel Coronavirus SARS-CoV2/ COVID 19

Chancellor Angela Merkel conducted a press confrence in the evening of March 22, 2020 to announce the Federal Government’s additional guidelines against the spread of COVID19. Following are the major points from Chancellor Merkel’s announcements:

1. Citizens are urged to reduce contact with other people outside of their own household to an absolutely necessary minimum.

2. Wherever possible, a minimum distance of at least 1.5 meters, or better still, 2 meters, must be observed in public between people who do not belong in the same household.

3. Spending time in public space is only allowed on your own, or with only one other person belonging in a separate household, or with members of your own household.

4. It is still possible to go to work, go to emergency care, do shopping, visit the doctor, participate in meetings, necessary appointments and exams, help others or play individual sports and exercise in the fresh air as well as other necessary activities.

5. Groups of people celebrating in public places, in apartments and private facilities are unacceptable given the serious situation in Germany. Violations of the contact restrictions are to be monitored by regulatory authorities and the police and sanctioned in the event of violations.

6. Restaurants are closed. This does not apply to the delivery and collection of take-away meals for consumption at home.

7. Service companies in the field of personal care such as hairdressers, cosmetic studios, massage practices, tattoo studios and similar companies are closed. Necessary medical treatments are still possible.

8. All companies, especially those with public traffic, must comply with hygiene regulations and to implement effective protective measures for employees and visitors.

9. The above measures are valid for at least two weeks.

The situation in Germany is fluid and the public is requested to closely follow the announcements of the Federal, State and City/Municipal governments in relation to containment measures to prevent the spread of COVID-19. Everyone is requested to follow these measures.

For the Filipino Community in Berlin on the Restrictions Imposed by the Berlin Senate to Contain the Spread of the Novel Coronavirus SARS-CoV-2 /COVID-19

The Berlin Senate earlier passed measures to contain the spread of the novel coronavirus SARS-CoV-2 in the city, which took effect on March 18 and will expire on April 19, 2020.

The Berlin Senate further announced additional measures which will take effect on March 22, 2020.

Following are the major points of the Berlin Senate’s current containment measures:

• From 50 people last March 18, the maximum number of participants in events, meetings and gatherings have now been reduced to 10 individuals. Exemptions continue to apply for previously identified public and private sectors such as the parliament, the courts and other state institutions, hospitals, and some key retail outlets (i.e. sales outlets that sell food and drinks, pharmacies, petrol stations, etc).

• Physical contact with other people, apart from members of their own household or partners, should be reduced to an absolutely necessary minimum. Wherever possible, there must be a minimum distance of 1.5 meters between two people.

• Pubs and shisha bars are closed. Restaurants are closed to the public but may offer food and drinks for collection or delivery.

• Hotels and other accommodation establishments may not offer overnight stays for tourists.

• Schools and universities are closed.
