Dual Citizenship

The Philippines allows dual citizenship by choice (for those who have naturalized as a foreign citizen), and by birth (for those born of a Filipino parent and a foreign parent).
An individual can be considered a Philippine dual citizen by choice through the process under Republic Act No. 9225, while a Philippine dual citizen by birth is a natural-born Filipino who does not have to perform any action to acquire the citizenships.
Germany allows dual citizenship in the following cases:
- Those born in Germany after 01 January 2000 to parents who, upon said birth, a) were both foreigners and b) one parent has stayed in Germany legally for 8 years, and c) the child has grown up in Germany, can now opt for both German citizenship and the citizenship of their parent’s country when they turn twenty one (21).
- Children of foreign parents born in Germany between January 1, 1990, and December 31, 1999, who were naturalized as German citizens in 2000, are also exempt from choosing between citizenships.
- Children born of mixed marriages (e.g. Filipino-German) are entitled to both citizenships (dual citizenship) by blood (jus sanguinis).
- Children born in the Philippines who were naturalized through adoption of German citizens.
- Those who naturalized under The Act on the Modernization of the Citizenship Law (enacted 27 June 2024).
German citizens born to one (1) Filipino parent who wish to have their Philippine citizenship recognized should follow the guidelines for filing a Report of Birth (ROB). The Filipino parent must have held Philippine citizen at the time of the applicant’s birth for this process to be applicable.
Former Filipinos who have acquired German citizenship through naturalization may apply for re-acquisition/retention of their Filipino citizenship.
PROCEDURE
To apply for dual citizenship, please refer to the procedure depending on circumstances below:
- Dual citizenship by birth. If your case falls under items 1 to 3 above, and you do not have an existing Birth Certificate issued by the Philippine Statistics Authority (PSA), you must first file a Report of Birth (ROB) at the Embassy/Consulate with jurisdiction over your place of birth.
- You may file your ROB application at the Philippine Embassy if you were born in the following German States: Berlin, Brandenburg, Bremen, Hamburg, Mecklenburg-Vorpommen, Saxony, Lower Saxony, Saxony-Anhalt, and Schleswig-Holstein. Please refer to the complete information on the requirements and procedure on filing a Report of Birth (ROB).
- If you were born in Germany outside the above-mentioned States, please file your Report of Birth (ROB) at the Philippine Consulate General in Frankfurt (www.frankfurtpcg.de).
- Dual citizenship by choice.
- If your case falls under item 4 above, you must file a petition for recognition of your adoption in the Philippines.
- If your case falls under item 5 above, in that you were born in the Philippines and/or have an existing Birth Certificate issued by the Philippine Statistics Authority (PSA) and were naturalized as a foreign citizen, you may follow the procedure and requirements on Reaquisition/Retention of Philippine Citizenship.
