Public Advisory No. 48

In view of the rising cases of COVID-19 in Germany, effective immediately, the Embassy will implement the more lenient “3G rule” (vaccinated, recovered, or tested – geimpft, genesen, getestet) for all consular applicants above the age of six years old.

Vaccinated applicants may present their yellow vaccination booklet, or their digital vaccination certificate on the Corona-Warn-App or the CovPass app.

If you have recovered from coronavirus, you can present your positive test result as proof. The test result is valid from 11 to 180 days after you tested positive.

If you are neither vaccinated nor recovered, you will need to present a negative test result. You can present a negative PCR test no more than 48 hours old, or a negative rapid antigen test that is a maximum of 24 hours old. 

Applicants will also be required to check-in through the LUCA app or accomplish a written contact tracing form.

Reminder on DOJ IACAT Revised Guidelines on Departures Formalities for International Bound Passengers as Tourist or with Temporary Visitor’s Visa

The Philippine Embassy in Berlin wishes to remind the public on the additional documents being requested for Filipinos departing from the Philippines pursuant to the Department of Justice’s Memorandum Circular No. 036 dated 15 June 2015 or the Inter-Agency Council Against Trafficking (IACAT) Revised Guidelines on Departure Formalities for International-Bound Passengers.

A passenger intending to travel abroad as tourist or with temporary visitor’s visa shall undergo primary inspection and, the following documents are required to be presented: valid passport; visa whenever applicable or required; and round-trip or return ticket.

When deemed necessary, the passenger shall be referred to the Travel Control and Enforcement Unit (TCEU) for secondary inspection.

If the passenger is travelling through a sponsor, the following additional documents shall be required:

  1. Affidavit of Support and Undertaking duly authenticated by the Philippine Embassy or Consulate, showing:
    1. The relationship of the sponsor and the passenger within the fourth (4th) civil degree of consanguinity (e.g., pinsang buo) or affinity (e.g., bayaw, hipag/biyenan);
    2. Financial capacity with Legal status of the sponsor; and
    3. Contact information of the sponsor; and/or
  2. Affidavit of Support and Undertaking executed by a person or legal/juridical entity duly authenticated by the Philippine Embassy or Consulate showing:
    1. Contact information of the sponsor;
    2. Financial capacity with legal status of the sponsor; and
    3. Registration papers of the sponsor, if a legal or juridical entity
  3. In cases of a local sponsor travelling with the passenger, a duly notarized Affidavit of Support and Undertaking which shall contain the following:
    1. Financial capacity of the sponsor
    2. Reason for sponsorship
    3. Undertaking by the sponsor that the travel is solely for tourism purposes and the passenger shall return upon completion of the tour;
    4. Complete address of the sponsor and other contact details; and
    5. Registration papers, if the local sponsor is a legal or juridical entity with its duly authorized representative travelling with the passenger.

A passenger shall be automatically referred to secondary inspection, when the passenger:

  1. Has no financial capacity to travel and is escorted/accompanied by a foreign national who is not a relative by consanguinity or affinity;
  2. Is a minor travelling alone or unaccompanied by either parent or legal guardian without the required travel clearance from the Department of Social Welfare and Development (DSWD);
  3. Is the spouse of a foreign national intending to depart for the first time to join the foreign spouse or a partner of a foreign national intending to depart to meet and/or marry his/her fiancé/fiancée without the Commission on Filipinos Overseas (CFO) Guidance and Counselling Certificate;
  4. Is travelling to countries with existing deployment bans, in alert levels 3 and 4, and travel advisories and is in possession of visas to said countries; and/or
  5. Had previously stayed for more than six (6) months as a tourist / temporary visitor, and is intending to depart for the second and/or subsequent time.

Questionable passports, visa, immigration stamp, and other travel documents shall be confiscated by the BI and forwarded to its Anti-Fraud Unit for laboratory examination.

Public Advisory No. 45

July 17, 2021

The public is hereby informed that the Philippine Government has imposed restrictions on travelers from Indonesia due to incidences therein of Covid-19 caused by the B.1.617 variant also known as the Delta variant.

In view of this:

1. All passengers coming from or who have been to Indonesia within 14 days immediately preceding arrival in the Philippines, except Filipinos returning pursuant to government-initiated repatriation programs or as part of non-government repatriation programs and special commercial flights allowed under existing IATF resolutions, shall be prohibited from entering the country effective 1201 H of 16 July 2021 Manila time until 2359 H of 31 July 2021.

2. Effective immediately, all passengers in transit coming from, or who have been to Indonesia within 14 days immediately preceding arrival in the Philippines, arriving before 1201H of 16 July 2021 Manila time, shall not be prohibited from entering the Philippines but shall be required to undergo an absolute facility-based 14-day quarantine period notwithstanding a negative Reverse Transcription-Polymerase Chain Reaction (RT-PCR) result.

3. Passengers merely transiting through Indonesia shall be subject to:

a. All passengers, whether Filipinos or foreigners, merely transiting through Indonesia shall not be deemed as having come from or having been to said country, provided that they stayed in the airport the whole time a d were not cleared for entry into such country by its immigration authorities.
b. Upon arrival in the Philippines, passengers covered by the immediately preceding paragraph need not complete a full 14-day facility-based quarantine, but shall comply with existing testing and quarantine protocols of the national government.
