BERLIN PE INDEPENDENCE DAY RECEPTION FOLLOWS THE FOOTSTEPS OF DR. JOSE RIZAL AS THE PHILIPPINES MOVES TOWARD A BROAD AND PERMANENT CHANGE

Berlin, 10 June 2014. The Philippines recently celebrated the 116th Anniversary of the Proclamation of Philippine Independence through an evening of “Dinner and Dance” at the Hotel Maritim Berlin. The Embassy focused this year’s celebrations on the Filipino heroes that inspired and fought for the formation of a strong and independent republic, foremost among them Dr. Jose Rizal.

In her evocative remarks, Ambassador Maria Cleofe R. Natividad, recounted the exploits of Dr. Jose Rizal in Heidelberg and Berlin, where he trained in ophthalmology and completed Noli Mi Tangere. While in Berlin, Rizal devoted much attention to German scholarship on Filipino ethnography, which he found to be scientific, objective and non-racist. Ambassador Natividad remarked that “if ‘nation’ were an ‘imagined community’, Rizal was the first to imagine the Philippines as a national community. This is why, a scholar-diplomat, Leon Maria Guerrero, at one point also the first Philippine Ambassador to Germany, called Rizal as the First Filipino… Berlin is where it began for Rizal. Rizal’s aspirations for equal opportunity, better education, inclusiveness, and good governance continue to resonate today, more than a hundred years later.”

These same aspirations continue to guide Philippine foreign policy and imbue the shared values of the Philippine-German partnership. Ambassador Natividad noted that Dr. Rizal had this to say about Germany of his “scientific mother country”: “I always think of Germany…I always talk of German loyalty and integrity. When I hear German spoken, I am glad, as if it were my mother tongue… I will dedicate my last farewell to Germany. I owe Germany my best remembrances.”

This sense of friendship and loyalty was best highlighted by the Federal Foreign Office’s Ambasador Peter Prügel during his toast remarks, who noted that of the 176 million Euros donated in response to Typhoon Haiyan, 144 million Euros came from the German public. Ambassador Prügel also lauded the work of Ambassador Natividad, under whose guidance Philippine-German relations have been reawakened through an exchange of high-level visits, including Vice President Binay’s visit to Germany in 2013 and the reciprocal visits of Foreign Ministers. Two-way trade is at an all time high and both the Philippines and Germany have institutionalized a regular political consultations mechanism, regular defense and security consultations as well as cooperation frameworks in the field of taxation, social security, and labor. For his part, Dr. Thomas Gambke, the Chair of the ASEAN Parliamentary Group of the German Bundestag, echoed this sentiment and lauded the joint cooperation that has been pursued in promoting sustainable development such as in renewable energy, environmental management, and biodiversity conservation.

The guests lauded the unique approach to this normally staid diplomatic tradition, which created a relaxed environment for networking and engagement. Guests were treated to a unique glimpse of Filipino music and dance through the Rigodon de Honor, a dance that evolved during the Spanish period and which is often performed at galas, balls and other formal occasions. The evening’s Rigodon de Honor was by led by Ambassador Natividad alongside her embassy team.

This was then followed by an evening of music highlighted by the Space Shuffle Band, a Filipino-German jazz quintet. To stimulate conversations on Filipino history, tables were named after Filipino heroes and included accompanying biographies. Organizations such as the German Chamber of Commerce and embassies of Latin America promised to emulate the set-up for future functions.

BERLIN – The final round of negotiations on a Philippine-German bilateral agreement on social security took place at the Federal Ministry of Labour and Social Affairs (BMAS) in Berlin from 24 to 28 March 2013.

Ambassador Maria Cleofe Natividad opened the negotiations and expressed optimism that the second round would succeed. She cited ‘positive signs’ for a prompt conclusion of the negotiations, such as the recent signing of a labor agreement facilitating the deployment of Filipino nurses to Germany as well as the ‘perfect timing’, as the Philippines and Germany are celebrating the 60th year of diplomatic relations in 2014. The factors considered by the Philippine government to pursue the establishment of a social security agreement would be the number of Filipino migrant/contract workers in a particular country who would benefit from the agreement and the compatibility of social security schemes.

The main elements of the social security agreement include equality of treatment, export of benefits, determination of applicable legislation, maintenance of rights, and administrative assistance. For equality of treatment, this means that a Filipino who is a resident and employed in Germany shall be entitled to the same benefits granted to a German national under its social security law. For export of benefits, this means that if a Filipino migrant in Germany who is receiving a German pension decides to return permanently to the Philippines, the concerned German social security institution shall send his pension to him.

Further, a Filipino employed in Germany shall be covered by its social security law. He cannot at the same time be compulsorily covered under Philippine and German social security laws. In terms of administrative assistance, a Filipino who has reached retirement age need not return to the Philippines to file his claim under PH SSS law. He can proceed to the nearest office of the designated German liaison agency to fill up the form, and the said agency shall transmit the claim to its counterpart Philippine liaison agency.

In terms of legislative scope, the social security agreement shall apply to retirement, disability and death benefits in accordance with the Social Security Act. It will also apply to retirement, disability, death and survivorship benefits in accordance with the Government Service Insurance Act. Further, it shall also impact on the totalization of periods of contributions under both laws, in accordance with the Portability Law.

Voltaire Agas, Chief Legal Counsel. Officials from the Philippine Health Insurance Corporation (Philhealth) also joined the delegation, with Atty. Alfredo Pineda II, Senior Manager of the Internal Legal Department and Atty. Ma. Emily Roque, the Senior Manager for Prosecution. From the Philippine Embassy, Minister Mardomel Melicor, Third Secretary Azela Arumpac, and Ms. Isabelle Kuklinksi joined the negotiations.

Berlin, 11 March 2014. The Philippines recently completed its successful participation at the 2014 Internationale Tourismus-Börse (ITB) Berlin, which ran from 4-10 March 2014 at the Messe Berlin.

The Philippines expanded its presence at this year’s ITB with a total of 24 tour operators and hotels and resorts. To meet the increased number of business representatives, the Department of Tourism designed a seamlessly integrated Pavilion profiling the main tourism destinations of the country. Special attention this year was given to Bohol province, which has been recovering from the effects of a major earthquake in October 2013. Ambassador Maria Cleofe R. Natividad noted that the Philippine tourism industry continued to be resilient in the face of major calamities that affected the country last year. She noted that the main tourism destinations remained largely unaffected and in areas such as Bohol, infrastructure was being improved and upgraded. The “It’s More Fun in the Philippines” campaign has taken hold with consumers, with visitor arrivals growing by almost 10% to 4.68 million tourists in 2013.

Observing the full slate of business to business meetings at the country pavilion, Ambassador Natividad further stressed that the Philippines was placing a greater emphasis on cultivating the European market, with the Department of Tourism targeting 250,000 tourist arrivals from EU and Russia in 2014. The Ambassador emphasized the key impact of European tourists, who tend to spend more during their stay in the country. For example, Germans had the third highest per capita spending of USD 1,360.34 among all tourist markets.

The Philippine delegation, which included Rep. Rene L. Relampagos, Rep. Dakila Cua, Rep. Oscar Garin, Jr., and PTB CEO Domingo Enerio III, also welcomed Mr. Jürgen Klimke, who is the Chair of the Bundestag (Parliament) Committee on Economic Cooperation and Development and Member of the Bundestag Committee on Tourism, and Mr. Thomas Ossowski, Deputy Chief of Staff of the Federal Foreign Minister.

Approximately 170,000 people visited this year’s fair, which drew 10,147 exhibitors from 189 countries to Berlin. About 110,000 of the visitors were industry professionals, an increase of 4 percent compared to the 2013 edition. Organizers said that deals worth 6.5 billion euros ($9.01 billion) were closed during the travel fair. END

The Philippines calls for a stronger role for women and increased sustainability in agriculture

Berlin. The Philippines participated for the first time in the 6th Berlin Agriculture Ministers’ Summit and Global Forum on Food and Agriculture (GFFA), which took place from 16-18 January 2014. Department of Agriculture Undersecretary for Special Concerns Ms. Berna Romulo-Puyat led the Philippine delegation, which also included Representative (1st District Isabela) Rodolfo Albano III and Representative (2nd District Davao) Mylene Garcia-Albano and Ambassador Maria Cleofe Natividad.

Undersecretary Romulo Puyat served as panelist of the GFFA discussion on “Empowering Women in Agriculture” organized by Germany’s Fair Trade Forum. During the panel discussion, Ms. Romulo Puyat highlighted that the Philippines has embedded gender equality in both its culture and legal framework, with the country having been identified as having the smallest gender gap in Asia and 5th in the world, according to the World Economic Forum’s (WEF) Gender Gap Index. The Philippine government has also implemented gender and development programs to support rural development, particularly for microfinancing and entrepreneurship.

The Philippines also signaled its interest to explore deeper cooperation on fair trade, particularly on technical assistance in securing Fairtrade certification. Undersecretary Romulo Puyat highlighted that fair trade practices support marginalized sectors, promote equality between men and women, and help market Filipino products globally. Ms. Puyat noted that a product like Destileria Limtuaco & Co.’s Manille Liqueur de Calamansi would be in a prime position to secure fair trade labeling. The liqueur is largely produced by utilizing the calamansi rinds produced by female Mangyans from Oriental Mindoro. Sales help finance the Mangyan Center for Learning and Development, whose main objective is to preserve the Mangyan culture and language.

Ms. Puyat and Ms. Andrea Futter of the GEPA Society for the Promotion of Partnership with the Third World, Ltd. (GEPA The Fair Trade Company) agreed to explore future collaboration including technical assistance. Currently, GEPA carries Muscovado sugar and dried mangoes as part of its product lines.

During the Berlin Agriculture Ministers’ Summit, Undersecretary Puyat called on greater international cooperation to support disaster and climate-vulnerable countries like the Philippines to properly adapt, conserve and utilize its natural resources.END.
