2018 FSO QUALIFYING TEST

The Board of Foreign Service Examinations will hold the Qualifying Test for the 2018 Foreign Service Officer (FSO) Examinations on 28 January 2018.

For those who are interested, the following are guidelines for the submission of completed application forms:

  • Application forms should be printed in ;
  • Applicant should be a Filipino citizen and a permanent resident of the Philippines;
  • Applicant should be a holder of at least a four (4) year bachelor’s degree or higher. Submission of relevant evidence, i.e. transcript of records, and either the diploma or certificate of graduation is required;
  • Applicant should have undergone employment or undertaken further studies for two (2) years after graduating from college or university;
  • If married to a foreigner, the applicant must secure from the Secretary of Foreign Affairs, through the Board of Foreign Service Examinations, the authority to take the FSO Examinations; and
  • If applicant has dual or multiple citizenships, he/she should submit a notarized affidavit stating that upon passing the examinations, he/she intends to renounce his/her allegiance to all of his/her other countries of citizenship; and, he/she must also submit a notarized affidavit stating that he/she is a permanent resident in the Philippines.

Application forms can be downloaded from the DFA website www.dfa.gov.ph.

A non-refundable fee of Php500.00 (or €8.86 or US$9.84) must be paid by the applicant for the application.

The final determination of the applicant’s eligibility to take the Qualifying Test rests on the Board of Foreign Service Examinations (BFSE) of the Department of Foreign Affairs (DFA) in Manila.

The deadline for submission of completed application forms is on 01 December 2017. Applicants are advised that incomplete requirements will not be accepted.

BEAUTY OF THE PHILIPPINES SHOWCASED IN PHOTO EXHIBIT

The natural beauty and rustic charm of the Philippines is being showcased in a special photo exhibit at the Philippine Embassy in Berlin by award-winning Filipino photographer, Mr. Carlos Esguerra.

The exhibit dubbed, “Philippine Contemplative Landscape,” was opened last October 10 with a simple ceremony attended by members of the diplomatic corps and other Berlin-based expatriates, as well as members of the Filipino community.

“We invited Mr. Carlos Esguerra to hold his exhibit here at the Embassy to share his unique digital photography style with the public. They give our German and foreign friends a snapshot of the beautiful places in the Philippines that they have yet to discover and also see his creative perspective. For our fellow Filipinos, I hope these photos will not only bring back good memories of the country that they still consider home, but at the same time elicit greater appreciation of the art of photography,” Ambassador Melita Sta. Maria-Thomeczek said.

Mr. Esguerra described his zen-inspired photographs as “clean and uncluttered images of serene contemplative landscapes, or architecture, captured with the least number of elements, framed, and composed in simple, austere view.”

His images of the country’s most iconic places like, the Mayon Volcano, Coron, and the Banaue Rice Terraces, as well as daily life in rural areas presented a unique dreamlike appearance in colored, and black and white photographs.

Mr. Esguerra has received awards from photography competitions in the Philippines and other countries, including Austria, Canada, France, Germany, Sweden, and the United States, where he is currently based.

He is also received the “Pamana ng Pilipino” award from the Office of the President; the “Ani ng Dangal” award in 2011 from the National Commission on Culture and the Arts; the “Dr. Jose Rizal” award from Knights of Rizal (New York chapter); and the “Distinguished Alumni” award from his alma mater, the University of the Philippines.

The exhibit is open for public viewing until October 24, Mondays to Fridays (0900H-1100H and 1300H-1600H). Interested individuals are requested to set an appointment by sending an email to culture@philippine-embassy.de.END

IMO Marine Environment Protection Committee Approves Designation of Tubbataha Reefs Natural Park as a Particularly Sensitive Sea Area

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) approved on 07 July 2017 during its 71st session the Philippine application for the designation of the Tubbataha Reefs Natural Park as a Particularly Sensitive Sea Area (TRNP-PSSA) with the adoption of the MEPC Resolution on the TRNP in the Sulu Sea PSSA.

In adopting the resolution, MEPC 71 took note “of the ecological criteria, in particular the criteria relating to uniqueness or rarity, naturalness, diversity and fragility criteria, and the socio-economic and scientific criteria of the Tubbataha Reefs Natural Park as well as its vulnerability to damage by international shipping activities and the steps taken by the Philippines to address that vulnerability.”

Earlier, MEPC 71 adopted the recommendation of the IMO Maritime Safety Committee approving the TRNP area  as an Area  To Be Avoided (ATBA) by all types of ships of 150 gross tonnage and upwards.  The ATBA is aimed at minimizing  the risk of damage from ship groundings and pollution damage by international shipping activities and to protect the area’s unique and threatened species as well as to preserve as far as practicable its critical habitat and diversity.  The MEPC resolution stated that mariners should exercise extreme care when navigating in the area bounded by the geographical coordinates of the PSSA and adhere to the ATBA, which is defined by the following coordinates:

(1) 09º 17′.75 N, 119º 47′.79 E

(2) 09º 04′.73 N, 120º 12′.76 E

(3) 08º 49′.63 N, 120º 13′.99 E

(4) 08º 29′.63 N, 119º 53′.16 E

(5) 08º 36′.15 N, 119º 35′.46 E

(6) 09º 11′.06 N, 119º 36′.67 E

In the resolution designating the region surrounding the TRNP as a PSSA, the MEPC invites IMO Member Governments to recognize the ecological, socio-economic and scientific criteria of the Tubbataha Reefs Natural Park area as well as its vulnerability to damage by international shipping activities.  The MEPC also invites Member Governments to note the ATBA to address the area’s vulnerability. – Philippine Embassy in London.

PHL EMBASSY WELCOMES VISITING AFP OFFICERS, UNDERSCORES STRONG PHILIPPINE-GERMAN RELATIONS

The Philippine Embassy welcomed on September 25 the 23-member Armed Forces of the Philippines (AFP) Command and General Staff College Class 62 (CGSC62) led by Major General Herminigildo Francisco Aquino, PA, Commander of the newly-established AFP Education, Training and Doctrine Command.

The class composed of middle-ranking officers of the AFP’s three major service commands, the Army, Air Force and Navy, were briefed on the Embassy’s functions and Philippine-German relations, focusing on the two countries’ defense-related engagements and potential areas of cooperation.

In her welcome remarks, Ambassador Melita Sta. Maria-Thomeczek said that the Embassy continues to support existing bilateral defense cooperation, while at the same time exploring untapped opportunities.

Twenty-nine AFP officers have completed staff courses at the German Armed Forces Command and Staff College (Führungsakademie der Bundeswehr) in Hamburg since the two countries signed an administrative agreement in 1974. Two other officers have recently started their courses, and the Philippine Department of National Defense expressed its intention to avail of two slots in 2019.

The Command and General Staff Course prepares AFP officers for higher responsibilities and its completion is a requirement for promotion to the rank of colonel (equivalent to captain in the Navy).

Philippine Security Situation

The visit also provided the AFP with the opportunity to brief Embassy personnel on the current security situation in the Philippines, particularly on the crisis in Marawi City, as well as recent developments in the Government’s peace processes with the Moro Islamic Liberation Front and communist insurgents.

Women in the Military

 Lt. Col. Ann Marie Acot, PAF, who is also a licensed doctor, shared information on the role of women in the military, a traditionally male-dominated institution, and the efforts being undertaken by the AFP in terms of gender and development.

She noted that around 11,000 of the AFP’s 120,000-strong force are women. The number includes 1,812 female officers. She mentioned notable personalities like B/Gen. Ramona P. Go (ret.), the first female general in the Philippine Army; Col. Maxima O. Ignacio, the first female pilot; and Lt. Col. Leah Lorenzo-Santiago, Philippine Military Academy Batch 1997 summa cum laude.

Female AFP personnel have also been deployed as part of the United Nations peacekeeping mission in Haiti in 2015, and more recently, an all-female company was sent to Marawi City to assist in the Government’s rehabilitation efforts and extend help to civilians.

Visit Itinerary

The activities during CGSC62’s week-long visit to Germany include briefings at various German government agencies and military units, and visits to the International Tribunal on the Law of the Sea and Airbus industries, a major manufacturer of both helicopters and fixed-wing military aircraft.
