On Updated Summary of Philippine Travel Restrictions and Exemptions

In accordance with IATF Resolution No. 85 dated 26 November 2020, following are the updated exemptions on travel restrictions to the Philippines:

A. Exemption due to the Balikbayan Visa Program (Republic Act 6768)

1. Filipino citizens’ foreign spouses and children, regardless of age, who are traveling with them; and,

2. Former Filipino citizens, together with their foreign spouses and children, regardless of age, who are traveling with them.

Foreigners who fall under the aforementioned categories may avail of the visa-free privilege beginning 7 December 2020, provided they are nationals allowed to enter the country visa-free under EO No. 408 and must comply with the conditions listed in Section E below.

Other foreign spouses and children who do not belong to the above categories, are still subject to existing travel restrictions. They may apply for visas, as appropriate, provided they are exempted from the temporary suspension of visa issuance. B. Exemption due to official capacity or employment

1. Foreign Government and International Organization officials accredited to the Philippines, and their dependents;

2. Foreign airline crew; and

3. Foreign seafarers/

Foreigners who belong to the above-mentioned categories are exempted from restrictions but are required to apply for a visa.

C. Exemption as holder of a valid long-term/immigrant/resident visa

Foreign nationals who are already holders of the following visas, valid at the time of entry, will be allowed entry into the Philippines:

1. Section 13 series of Commonwealth Act No. 613, as amended, which includes:

• 13 Quota, 13(a), 13(b), 13(c), 13 (d), 13 (e), 13(g) visas

• Temporary Resident Visa (based on CA 613, Section 13a (marriage to Filipino)

• Temporary Resident Visa (based on MO ADD-01-038/ADD-02-015 (Indian nationals)

• MCL-07-021 Permanent Resident Visa (based on CA 613, Section 13a (Chinese nationals)

• Native Born Visa (based on CA 613, Section 13c(for foreigners born in the Philippines with at least 1 Permanent Resident parent);

2. RA 7919 visa

3. EO 324 visa

4. SIRV under EO 226 (not applicable to SIRV under EO 63)

D. Exemption as holder of a valid special non-immigrant/investor visa

• Special visas under Executive Order 226 (Omnibus Investment Code) as amended
and Republic Act 8756;

• 47(a-2) visas;

• Visas issued by Aurora Pacific Economic Zone and Freeport Authority (APECO), Subic Bay Metropolitan Authority (SBMA), Authority of the Freeport Area of Bataan (AFAB), Cagayan Economic Zone Authority (CEZA) and Clark Development Corporation (CDC); and,

• Section 9(d) of EO 613, as amended

E. Additional requirements/conditions

All foreign nationals who qualify for the exemptions shall be subjected to the following conditions:

• must have a pre-booked registration with an accredited quarantine facility;
• must have a pre-booked COVID-19 testing provider registration; and,
• entry shall be subject to the maximum capacity of inbound passengers as set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

The travel restrictions are reviewed regularly by the Philippine government and may be eased should the situation in the country continue to improve.

The Federal Government of Germany has announced further restrictions on activities nationwide in view of the increasing rates of COVID-19 infections.

Effective Monday, 2 November 2020, and at least until end of the month, the following restrictions will take effect:

Everyone is enjoined to observe these restrictions along with other on-going public health measures.

Let us work together in helping curb the spread of COVID.

RESUMPTION OF DAILY CONSULAR SERVICES (BY APPOINTMENT ONLY)
EFFECTIVE 21 SEPTEMBER 2020

The Embassy’s Consular Section will now be open to the public, DAILY, from 10 a.m. to 1 p.m., effective 21 September 2020, on an APPOINTMENT basis, and only for services requiring personal appearance, as follows:

1. Passport (first time application/ renewal and/or extension of validity)
2. Travel Document (for those with expired /lost passports returning to PH within 30days)
3. Acknowledgment of Special Power of Attorney and other Affidavits
4. Completion of NBI Fingerprint Card (for more details: https://clearance.nbi.gov.ph/

Requests for appointment can be made via this link: http://philippine- embassy.de/consular-appointment/

Application for other services, such as authentication of documents and civil registry services (Report of Birth, Marriage and Death) will continue to be accepted by mail only.

Important Note:

Due to the current Covid19-related mitigation measures, the Embassy’s appointment system is extended only for clients residing in the federal states under the embassy’s jurisdiction: Berlin, Brandenburg, Hamburg, Bremen, Saxony, Lower Saxony, Saxony-Anhalt, Schleswig-Holstein, and Mecklenburg-Vorpommen.

Those residing in the Federal States of Hesse, North Rhine Westphalia, Baden-Württemberg, Rhineland Palatinate, Saarland, Thuringia and Bavaria are advised to directly apply for appointment with the Philippine Consulate General In Frankfurt Am Main (www.frankfurtpcg.de).

Entry of clients into the building is regulated and clients are required to wear masks while inside the building. Companions will be allowed entry only if their presence is essential (i.e. if client is a minor or needs physical assistance). If you are experiencing COVID symptoms or are sick, please contact us to rebook your appointment.

All Embassy visitors are required to adhere to the Embassy’s COVID-19 related hygiene protocol (please refer to Advisory 24 for complete details). Refusal to follow the Embassy’s protocols will result to a refusal of entry to the premises.

Updated COVID-19 Related Protocols at the Embassy

The Embassy has recently expanded its consular service hours starting 01 July 2020, and will maintain the following protocols to ensure public safety:

1. Consular services will continue to be rendered on a BY-APPOINTMENT system only, the public may refer to Advisory No. 23 effective 01 July 2020 for
details.
2. Entry into the building is regulated and all entrants will be required to wear masks while inside the building.
3. Companions will only be allowed entry if their presence is essential (i.e. if applicant is a minor, pregnant woman, senior citizen, or requires physical assistance).
4. If you are sick, kindly contact the Embassy to rebook your appointment.
5. Upon entry, you will be requested to scan a QR Code for a contact tracing form or write details manually on the contact tracing form for public health purposes (all data will be protected under privacy regulations).
6. While the Embassy has ballpens on standby, clients are advised to use their own pens for optimal safety and precaution.
