Philippines and Germany Exchange Instruments of Ratification on the Agreement for the Avoidance of Double Taxation

The Philippines and Germany exchanged the original Instruments of Ratification of the renegotiated Philippines – Germany Agreement on the Avoidance of Double Taxation on 18 December 2015, paving the way for the potential entry of more German investments in the country. Department of Foreign Affairs (DFA) Assistant Secretary for European Affairs Maria Cleofe Natividad represented the Philippines in the ceremony, with German Ambassador Thomas Ossowski heading the German side.

The two countries renegotiated the Agreement with a view to strengthening bilateral trade and investments, deepening economic relations and cooperation in the field of taxation, and in order to better enforce domestic laws, reduce tax evasion and promote technology transfer.

Finance Secretary Cesar V. Purisima signed the renegotiated Agreement on behalf of the Philippine Government on 09 September 2013 in Berlin, Germany.

The entry into force of the renegotiated Agreement terminates the previous Agreement on the Avoidance of Double Taxation concluded by the Philippines and Germany in 1983.

Germany is an important and strategic partner of the Philippines and remains to be the country’s top trading partner in Europe. It ranks as the 9th major trading partner of the Philippines worldwide. Bilateral trade between the two countries amounted to USD$5.346 billion in 2014.

As we celebrate this Holiday Season in the spirit of renewal, reform and reconciliation, we continue to witness the Philippines’ emergence as one of the world’s growth engines.

Indeed, in terms of international diplomacy, 2015 has been a really good year for the Philippines.

From a successful APEC hosting in November and the launch of an ASEAN Community this month, to forging Strategic and Comprehensive Partnerships with key allies and partners in the region, the Philippines is increasingly recognized as a force for good.

Guided by the Aquino administration’s good governance agenda, the Department of Foreign Affairs continues to adhere to high standards in our daily tasks, whether in our policy, consular or protocolar work, and in our tireless efforts to promote the welfare, protect the rights and uphold the dignity of our overseas Filipinos.

We have succeeded in helping define our foreign policy as principled, independent and based on the rule of law.

We advocate for the value proposition of regional platforms such as ASEAN in working together towards achieving our common goals of shared prosperity and inclusive growth for all.

We strongly encourage our international partners and the business community to take part in adding meaningful chapters to the Philippines’ growth story.

As we count our blessings for the past year, please accept my most profound appreciation for all your commitment, contributions, hard work and above all, for “reaching beyond your grasp.” I am truly honored to be working with all of you.

I wish you and your loved ones all the very best of the Blessed Season and for the New Year!
