German Pres Lammert and Chancellor Merkel express sympathies for typhoon Haiyan victims at Bundestag

GERMAN PARLIAMENT PRESIDENT LAMMERT  AND CHANCELLOR MERKEL EXPRESS SYMPATHIES FOR TYPHOON HAIYAN VICTIMS AT BUNDESTAG PLENARY SESSION

November 2013. Berlin.  President of the German Parliament (Bundestag) Dr. Norbert Lammert, at the beginning of the plenary session of the Parliament on Monday, expressed his sympathies for the victims of the Typhoon Haiyan in the Philippines.

Speaking directly to Ambassador Maria Cleofe R. Natividad, who was present at rostrum of the Bundestag, President Lammert spoke of the devastation caused by the typhoon of ‘apocalyptic proportions’. He noted that the images of the aftermath of the typhoon have ‘shocked us’ and emphasized that thousands have died and many people have lost their livelihood and need urgent help.

“We want to express that our thoughts are with you and the people of your country and we want exert best efforts to help alleviate suffering. Our condolences and concern for the families of the victims , our sympathies to the affected people . ”

After President Lammert’s speech, Chancellor Angela Merkel also spoke before the Bundestag and acknowledging the presence of Ambassador Natividad as representative of the Philippine Government, recalled her telephone conversation with President Benigno S. Aquino III and Germany’s commitment to help the victims of the typhoon.

On the same day, German Foreign Minister Guido Westerwelle also announced that Germany’s emergency aid will be increased by an additional two million euros, bringing the total of Germany’s humanitarian aid to 6.5 million euros. On top of this, German citizens have also raised 12.9 million euros through donations, or almost twice as much as the German government’s contribution. (END)

German Foreign Minister Guido Westerwelle announces more aid for Typhoon Haiyan victims during visit to the Philippine Embassy

15 November 2013, Berlin –    Foreign Minister Dr. Guido Westerwelle  visited the Philippine Embassy in Berlin today to convey in person his message of condolences for the victims of Typhoon Haiyan to Ambassador Maria Cleofe Natividad.  FM Westerwelle also signed the condolence book in the presence of Embassy officials and gave a brief statement reiterating increased German support for relief and reconstruction in the afflicted Areas.

The Foreign Minister’s visit closely followed the telephone call between himself and Secretary of Foreign Affairs Albert F. del Rosario on 14 November. FM Westerwelle expressed Germany’s sympathy to SFA del Rosario in light of the devastation and promised that Germany would contribute to the reconstruction of affected Areas.

After the call, the Federal Foreign Office (FFO) released a statement  that FM Westerwelle approved further 3 million euros of humanitarian aid. Coupled with the 1.5 million euros which have already been pledged, 4.5 million euros was made available for emergency humanitarian assistance. According to the FFO, the projects receiving funding include a Red Cross and Red Crescent Movement base camp, which has been erected by the German Red Cross in the region, and German aid organization measures, which aim to construct emergency shelter and restore the provision of water, medical and food supplies to the affected population.

Germany is among the first countries that immediately responded to the emergency situation in the Philippines by sending humanitarian aid and rescue and relief teams. The Philippines and Germany have long-standing bilateral diplomatic relations which will mark its 60th year in 2014. (END)

German Development Experts Reaffirm Commitment to Reconstruction and Development in the Philippines

13 November 2013 – Berlin. Ambassador Maria Cleofe R. Natividad recently met with German development experts from the Federal Ministry for Economic Cooperation and Development (BMZ) and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) on 11 November 2013 to discuss the current status of development cooperation.  Mr. Philipp Quitmann, GIZ Country Manager for the Philippines and the Pacific, and Ms. Daphne Gross-Jansen, BMZ Officer for the Philippines, expressed their condolences to those affected by Typhoon Yolanda and GIZ noted that it was still in the process of trying to locate ten (10) members of its local staff based in the typhoon affected area.  An initial German deployment of 23 tons of aid relief arrived in Manila on 11 November 2013, while an additional 100 tons of aid relief is expected to depart today.  The German government has also sent a search and rescue team from the German Federal Agency for Technical Relief (THW) and several German relief organizations such as CARE, HelpAge, and Malteser International are already on the ground.

While the focus is now on search, rescue and relief, the Philippine government and international partners would have to later assess the needs for reconstruction in the typhoon devastated areas.  Taking this into account, and given that a number of key German programs on environment, coastal management, and rural development were being implemented in the Visayas region, both sides agreed to cooperate in assessing how future programming may need to be adjusted to support reconstruction and recovery.

Both sides presented a positive assessment of ongoing cooperation and highlighted the very strong partnership on environment, climate change, and biodiversity conservation.  Further assistance is expected to be extended to peacebuilding and development initiatives in Mindanao, including for two existing programs, namely the Conflict Sensitive Resource and Asset Management  Program Phase II (COSERAM II) and the Indigenous Practices for the Conservation of Biodiversity in Northeast Mindanao (IP4Biodiv) programs.  In addition, the GIZ-implemented “Fit for School” program in the ARMM region has won plaudits for its innovative approach to promoting simple hygiene and health practices among children, including the brushing of teeth, hand washing, and de-worming.- END –

PH Ambassador Talks Diplomacy at the Birthplace of the Treaty of Westphalia

Münster, Germany – Philippine Ambassador to Germany Maria Cleofe R. Natividad delivered a speech honoring 60 years of Philippine-German diplomatic relations at the historic city of Münster, Germany on 7 November 2013. Münster, along with Osnabruck, is the city where the Peace of Westphalia was signed in 1648, ending the Thirty Years’ War and laying down the foundations of modern day diplomacy.

Ambassador Natividad was the guest of honor for the 2013 edition of the   “Münsteraner Botschaftergespräche” (Münster Ambassador Talks), a biannual event, upon invitation of Corps Rheno-Guestphalia and its head Mr. Dirk Frotscher. The Ambassador’s speech focused on prospects and challenges for stronger Philippine-German diplomatic relations. She delivered a presentation on “Moving Forward: Towards 60 years of Philippine-German diplomatic relations”, marking one of the Embassy’s initiatives in raising awareness on the anniversary of Philippine-German bilateral relations which was established in 1954, through the opening of a Philippine consulate in Hamburg headed by Dr. Policronio de Venecia. After her speech, the Ambassador opened the floor for questions from the audience.

As part of the programme, a courtesy call was arranged with Münster Mayor Beate Vilhjalmsson who personally guided the Ambassador through the historic town hall, including the room where the Peace of Westphalia was signed. Incidentally, Mayor Vilhjalmsson also shared that she was part of the team that helped in the language studies and cultural integration of the first batch of Filipino health professionals who entered Germany in the 1970s.

While in Münster, the Ambassador also met with Ms. Meike Friedrich, Superintendent of the Evangelischen Kirchenkreises Münster and with Reverand Martin Martin Mustroph. The Church celebrated the 20th anniversary of the partnership with the South Bicol Conference  of the United Church of Christ in the Philippines. Afterwards, the Ambassador had an informal gathering with the German-Philippine Barkadas youth group and students of the Annette von Droste-Hulshoff High School and discussed developments in Philippine government and society.

The program was capped with a visit to the German Police University, Münster-Hiltrup, North Rhine-Westphalia where the Ambassador had the chance to talk with Mr. Zeiser and discuss possible training partnership between the Philippine police and the German Police University.
Reflecting on activities in Münster, Ambassador Natividad remarked, “It was an excellent program which opened avenues for future cooperation and made possible through the efforts of a German organization, the Corps Rheno-Guestphalia.” END
