VP Binay and German Foreign Minister Westerwelle Look Towards Cooperation in Strategic Sectors

4 June 2013, Berlin – Vice President Jejomar Binay, accompanied by Ambassador Maria Cleofe R. Natividad and his delegation, met German Foreign Minister (FM) Dr. Guido Westerwelle at the Federal Foreign Office today. The two officials discussed the robust state of bilateral diplomatic relations which will see its 60th year anniversary in 2014 and closer cooperation in strategic sectors.
Vice President Binay praised the new vigor in Philippine-German relations and told FM Westerwelle that his visit is a manifestation of Philippine commitment to increase high-level exchanges with Germany. The dynamic in the relations was spurred by the visit of Secretary of Foreign Affairs Albert del Rosario to Berlin in 2011.

VP Binay shared developments from the Philippines, from the robust economic indicators such as the GDP growth during the first quarter, the recent investment grade ratings, and the results of the recent Philippine elections which show that democracy is alive and well in the country.
The Vice President expressed satisfaction over German interest in moving the bilateral relations forward, noting the recent trip of FM Westerwelle to the Philippines as well as Labor Minister Dr. Ursula von der Leyen who was in Manila in March to witness the signing of an agreement for the deployment of Filipino nurses to Germany. The agreement, recently ratified by President Benigno S. Aquino III, is seen to be mutually beneficial – protecting the Filipino worker’s rights and addressing the needs of Germany’s aging population.

As part of his responsibility as Presidential Adviser on OFW concerns, Vice President Binay stated that he looked forward to the early implementation of the labor agreement, which should see the initial deployment of Filipino nurses to Germany in the latter half of 2013. The Vice President also expressed Philippine interest to explore the possible mutual recognition of academic qualifications with Germany.

He urged the German side to invest in the Philippines’ human capital and urged cooperation in education, particularly the dual system of vocational training. The Vice President that such cooperation is timely considering the K to 12 reform in the Philippine educational system.
FM Westerwelle praised the Philippine economy as a “powerhouse” in the region. The foreign minister recalled his recent official trip to Manila, where he called for expansion of bilateral cooperation across the board. The German foreign minister expressed satisfaction that his visit to the Döhle Institute in Manila, a maritime center which trains Filipino seafarers, had yielded in a concrete project, a roundtable discussion in Hamburg on directions for Philippine-German cooperation, including a possible “maritime strategic alliance”, where the Vice President will be the keynote speaker.

Vice President Binay spoke of the crucial role of Filipino seafarers, who account for 80 percent of officers of Germany’s merchant fleet. He welcomed cooperation with German stakeholders in the maritime sector to enhance the capacity of maritime training centers in the Philippines. The Vice President stated that President Aquino had already issued an executive order which provides the framework to ensure that the Filipino seafarer remains globally-competitive. Germany recognizes the Philippines as an important maritime nation and the central role played by Filipino seafarers in supporting maritime shipping and trade.

Both Vice President Binay and Foreign Minister Westerwelle will deliver keynote remarks for the opening ceremonies of the Asia Pacific Weeks 2013, a premier business forum highlighting Germany’s renewed interest in Southeast Asia and the Philippines, which will take place at the Federal Foreign Office on 5 June 2013.

The Vice President and his delegation from Manila, which included Honorable Francisco Tatad, Mr. Edgardo Lacson, and Ms. Milagros Lacson, arrived in Berlin yesterday as part of the first leg of his working visit to Europe’s largest economy. He was welcomed in Berlin by the ASEAN Ambassadors Committee and the Philippine Embassy staff and officers. – END –

Philippine Embassy Ladies Participate in the Asia-Pacific Women Charity Event

Berlin. Philippine Embassy Ladies led by Ambassador Mara Cleofe R. Natividad participated in the Asia-Pacific Charity Morning hosted by the Asia-Pacific Women’s Group (APW) that took place on 14 May 2013 at the residence of the Afghan Ambassador in Berlin.

The APW comprises the lady ambassadors and the spouses of the Asia-Pacific ambassadors and diplomats in Germany. The group is active in promoting the different cultures of their respective countries and is involved in various social and humanitarian projects in Germany.

Some 100 guests of the APW applauded the opening number performed by soprano Mrs. Mylah Combo-Rubio of the Philippine Embassy and her husband, tenor Mr. Jose Mari Rubio. The spouses Rubio captivated the international audience with beautiful renditions of Philippine, German, and English songs. The repertoire included “Ikaw Lang ang Aking Iibigan,” Dein ist mein ganzes Herz,” and “The Prayer.”

APW members contributed a native dish shared with German guests, most of whom were spouses of German political and economic leaders. Philippine “pancit” and “biko” were immediate favorites of the discerning audience.

Proceeds from the charity event were provided to the Trauer Zeit Foundation, a center in Northern Berlin which helps and supports children and young families who are grieving after loss of a family member.

AN EVENING OF CLASSICAL MUSIC
– A PRELUDE TO THE 60th ANNIVERSARY OF PHILIPPINES-GERMANY DIPLOMATIC RELATIONS

Berlin. A Philippine-German trio capped a sunny Saturday evening with selections from Seidl, Mozart, Africa, Ravel, and Brahms performed by Filipino pianist Peter Porticos, German pianist Klaus Högg, and German violinist Annette Mettenleiter. Some 150 guests attended an “Evening of Classical Music” hosted by Philippine Ambassador Maria Cleofe R. Natividad at the Philippine Embassy’s Bulwagang Bagumbayan.

The repertoire included the premier of Antonio Africa’s composition of “Luksong Tinik.”

Peter Porticos finished Master’s of Music degree in Piano Performance under Prof. Walter Olbertz at the Hanns Eisler Music Conservatory in Berlin and has attended intensive master classes in German songs with Prof. Norman Shetler at the Unversität Mozarteum in Salzburg. He has given a few concerts in Slovenia, France and Germany and is on a second German concert tour with German violinist Annette Mettenleiter.

Porticos also holds a Bachelor of Science in Mathematics degree from the Ateneo de Manila and a Bachelor of Music degree in Piano Performance (magna cum laude) from the U.S.T. Conservatory of Music where he was mentored in Piano by Leonor Kilayko, the late Marina Escano and Fr. Manuel Maramba, OSB. His first influential teacher in piano was the late Carmen Hernandez. He is a faculty member of the University of Santo Tomas Conservatory of Music and the Ateneo de Manila University School of Humanities.

Annette Mettenleiter studied and finished school music and violin at the University of Music in Würzburg under the supervision of Prof. Grigorii Zhislin and Prof. Sören Uhde. She also took national and international classes with Erich Höbarth, the first concert master of the Vienna Symphony Orchestra, Prof. Xenia Jankowitsch from the Detmold Conservatory of Music, among others. She has had recordings for Radio Broadcast BR1, Studio Franken in 2003. Ms. Mettenleiter is currently a senior instructor at the Friedrich Alexander-Gymnasium in Neustadt an der Aisch, Germany. In 2009, a close artistic collaboration began with Filipino pianist Peter Porticos, with whom she has already performed concerts at the University Santo Tomas, Manila, and at Ateneo de Naga University, amongst other venues. Ms. Mettenleiter has received several awards at a German state level.

Klaus Högg began playing piano at the age of six, first with Mathilde Kopp-Liebl and later with Gottfried Hefele from the Conservatory of Music in Munich. He studied piano under the supervision of Prof. Edith Thauer and Prof. Silke-Thora Matthies at the University of Music in Würzburg, where he graduated in 1997. He pursued master classes with Begona Uriarte-Mrongovius, Prof. Klaus Schilde from the Conservatory of Music in Munich and Prof. Peter Feuchtwanger, London. He is a recipient of multiple first prizes at the German state level in the solo division of the ‘Jugend musiziert’ youth competition, and in the Mozart competition in Augsburg. Since 2000 he has been a full-time instructor in piano and coaching at Adolph-von-Henselt Musikschule in Schwabach.

The Philippines and Germany will celebrate the 60th anniversary of Philippine-German diplomatic relations in 2014. The Philippine Embassy will hold a year-long celebration with cultural presentations of Philippine and German combinations. END

Secretary Del Rosario Receives Delegation from the German Bundestag

Manila – Foreign Affairs Secretary Albert F. del Rosario on Friday, April 12, received a delegation of the Committee on Foreign Affairs of the German Bundestag headed by Chairman Ruprecht Polenz (CDU/CSU).

The delegation, which is on official visit to Manila from April 11 to 13, includes Mr. Hans-Ulrich Klose (SPD), Deputy Chairman of the Committee on Foreign Affairs and Deputy Head of Delegation; Mr. Jürgen Klimke (CDU/CSU); Mr. Johannes Pflug (SPD); Dr. Rainer Stinner (FDP) Committee; Mr. Stefan Liebich (Die Linke); and Dr. Michael Fuchs, Head of the Committee Secretariat.

The Committee on Foreign Affairs is one of the most influential in the German Bundestag being one of four (4) committees provided for on a permanent basis in the German Basic Law. It deals with the classic area of policy and oversees German foreign policy.

The visit of the delegation is expected to further boost excellent relations between the Philippines and Germany. It came at the heels of three (3) other visits of German officials during the first quarter of this year.

From 7 to 8 February 2013, German Federal Foreign Minister Dr. Guido Westerwelle, came to Manila with a business delegation for the first visit at his level in more than 12 years. Dr. Westerwelle was followed by a delegation from the German Ministry of Defense led by Rear Admiral Thorsten Kahler from 13 to 15 February.

Most recently, German Labour and Social Affairs Minister Dr. Ursula von der Leyen came to Manila on 17 to 19 March to witness the signing of the Agreement Concerning the Deployment of Filipino Health Care Professionals in Employment Positions in the Federal Republic of Germany. The signing of the Agreement opens the German health care sector to Filipino health care professionals who have been, heretofore, barred from employment in accordance with existing German laws. It also stipulates the procedures and conditions for the deployment of Filipino health care professionals to Germany.

During the call, a wide range of issues were discussed. At the bilateral level, economic relations between the Philippines and Germany, German official development assistance, support to the peace process in Mindanao and assistance to help enhance the Philippine criminal justice system, law enforcement and in promoting good governance, among others, were taken up. The West Philippine Sea and other developments in ASEAN and the Asia-Pacific region were also discussed.

“It is in the best interest of the Philippines and Germany that the high-level exchanges among our officials will continue,” Secretary del Rosario remarked. He urged the German delegation to lend its support to efforts in bringing Philippine-German relations to even greater heights.

The delegation will also participate in a discussion with members of the German Philippine Chamber of Commerce and Industry on Saturday, April 13. END
