Travel Protocols for Travelers from India

Pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 112, Series of 2021 dated 27 April 2021: All travelers coming from India or those with travel history to India within the last fourteen (14) days preceding arrival shall be prohibited from entering the Philippines beginning 0001H 29 April 2021 to 14 May 2021.

Passengers already in transit from the abovementioned country and all those who have been to the same within 14 days immediately preceding arrival to the Philippines, who arrive before 0001H of 29 April 2021, shall not be subject to the above restriction, but shall nevertheless be required to undergo stricter quarantine and testing protocols i.e., the observation of an absolute facility-based 14-day quarantine period notwithstanding a negative Reverse Transcription – Polymerase Chain Reaction (RT-PCR) result.

Restrictions as to travelers coming from other countries that report the new variants may be imposed by the Office of the President upon the joint recommendation of the Department of Health and the Department of Foreign Affairs.

The Department of Transportation will ensure that airlines are directed not to allow the boarding of passengers entering the country pursuant to travel restrictions imposed by the Office of the President and IATF resolutions except if they are part of the repatriation efforts of the national government.

Philippine Embassy partners with OFBank for digital finlit webinar

24 March 2021, Berlin – As part of its Women’s Month offering for Filipinos in Germany, the Philippine Embassy in Berlin hosted a webinar entitled “Kagalingan at Kaligtasang Pinansyal sa Panahon ng Digital” in partnership with the Overseas Filipino (OF) Bank.

In her opening remarks, Ambassador Ma. Theresa B. Dizon-De Vega highlighted the particular relevance of sound financial management amid the pandemic, especially for women. “Women have had to bear a particular burden during the pandemic, and one of them is managing the finances of the family or the household,” she said.

OFBank Overseas Representative Officer (ORO) for Europe & Latin America Leover Loyola then gave a presentation on common digital scams and how to avoid them, followed by the embassy’s Economic Officer Cathy Torres, who gave tips on how to use social media more prudently in order to avoid predatory ads as well as scams.

The presentations were followed by a lively Q&A, where some of the participants shared their own experiences with scams and asked about OFBank’s services.

With reference to the Philippine Inter-Agency Task Force of Emerging Infectious Disease (IAFT-EID) Memorandum Circular No. 6 s. 2021 dated 18 March 2021 (which supersedes M.C. No. 5 s. 2021 dated 16 March 2021), in light of efforts to prevent the entry of SARS-COV-2 Variants from other countries and the further rise of COVID-19 cases, the following shall be implemented:

  1. All Filipinos whether a returning Overseas Filipino or Overseas Filipino Worker (OFW) shall be allowed to return to the Philippines;
  1. Effective 0001H (Manila Time) 22 March 2021 to 2359H (Manila Time) 21 April 2021, the entry of foreign nationals shall be temporarily suspended.

Only the following may be allowed entry to the Philippines:

a. Diplomats and members of international organizations, and their dependents provided they hold a valid 9(e) or 47(a)(2) visa at the time of the entry;

b. Foreign nationals involved in medical repatriation duly endorsed by the Department of Foreign Affairs – Office of the Undersecretary for Migrant Workers’ Affairs (DFA-OUMWA) and the Overseas Filipino Workers Administration (OWWA);

c. Foreign seafarers under the “Green Lanes” program for crew change provided that they hold a 9(c) crew list visa at the time of entry;

d. Foreign spouses and children of Filipino citizens traveling with them provided they have valid visas at the time of entry; and

e. Emergency, humanitarian, and other analogous cases approved by the Chairperson of the NTW-COVID-19 or his duly authorized representative, provided the foreign nationals have valid visas at the time of entry.

The foregoing is without prejudice to immigration laws, rules, and regulations such that the Commissioner of Immigration shall have the exclusive prerogative to decide on the waiver or recall of exclusion order for all foreign nationals authorized entry under relevant IATF resolutions.

During the period of 0001H (Manila Time) 22 March 2021 to 2359H (Manila Time) 21 April 2021, the travel of Filipinos and exempted foreign nationals shall be subject to the arrival quota set by the Department of Transportation (DOTr).

With reference to media reports on new regulations on the entry of travelers to the Philippines to prevent both the entry of SARS-COV-2 Variants from other countries and the further rise of COVID-19 cases, guidelines are being finalized and are expected to be issued shortly.

In the meantime, it is respectfully recommended that persons planning to proceed to the Philippines re-visit their travel arrangements especially for non-essential purposes in anticipation of new guidelines. Travelers are likewise strongly advised to coordinate with their airlines or travel agencies and to monitor developments.
