PHL EMBASSY WELCOMES VISITING AFP OFFICERS, UNDERSCORES STRONG PHILIPPINE-GERMAN RELATIONS

The Philippine Embassy welcomed on September 25 the 23-member Armed Forces of the Philippines (AFP) Command and General Staff College Class 62 (CGSC62) led by Major General Herminigildo Francisco Aquino, PA, Commander of the newly-established AFP Education, Training and Doctrine Command.

The class composed of middle-ranking officers of the AFP’s three major service commands, the Army, Air Force and Navy, were briefed on the Embassy’s functions and Philippine-German relations, focusing on the two countries’ defense-related engagements and potential areas of cooperation.

In her welcome remarks, Ambassador Melita Sta. Maria-Thomeczek said that the Embassy continues to support existing bilateral defense cooperation, while at the same time exploring untapped opportunities.

Twenty-nine AFP officers have completed staff courses at the German Armed Forces Command and Staff College (Führungsakademie der Bundeswehr) in Hamburg since the two countries signed an administrative agreement in 1974. Two other officers have recently started their courses, and the Philippine Department of National Defense expressed its intention to avail of two slots in 2019.

The Command and General Staff Course prepares AFP officers for higher responsibilities and its completion is a requirement for promotion to the rank of colonel (equivalent to captain in the Navy).

Philippine Security Situation

The visit also provided the AFP with the opportunity to brief Embassy personnel on the current security situation in the Philippines, particularly on the crisis in Marawi City, as well as recent developments in the Government’s peace processes with the Moro Islamic Liberation Front and communist insurgents.

Women in the Military

 Lt. Col. Ann Marie Acot, PAF, who is also a licensed doctor, shared information on the role of women in the military, a traditionally male-dominated institution, and the efforts being undertaken by the AFP in terms of gender and development.

She noted that around 11,000 of the AFP’s 120,000-strong force are women. The number includes 1,812 female officers. She mentioned notable personalities like B/Gen. Ramona P. Go (ret.), the first female general in the Philippine Army; Col. Maxima O. Ignacio, the first female pilot; and Lt. Col. Leah Lorenzo-Santiago, Philippine Military Academy Batch 1997 summa cum laude.

Female AFP personnel have also been deployed as part of the United Nations peacekeeping mission in Haiti in 2015, and more recently, an all-female company was sent to Marawi City to assist in the Government’s rehabilitation efforts and extend help to civilians.

Visit Itinerary

The activities during CGSC62’s week-long visit to Germany include briefings at various German government agencies and military units, and visits to the International Tribunal on the Law of the Sea and Airbus industries, a major manufacturer of both helicopters and fixed-wing military aircraft.

Philippine Transportation Secretary Arthur Tugade visited Frankfurt, Stuttgart, and Berlin on 27-30 March 2017 to survey German solutions and innovations in the transport sector and to promote opportunities for German companies to participate in transportation projects in the Philippines.

Joining him were Department of Transportation (DOTr) Undersecretary for Rails and Toll Roads Cesar B. Chavez, Assistant Secretary for Legal Affairs Leah V. Merida-Quiambao, Assistant Secretary for Communications Cherie Lei Mercado-Santos, and Civil Aviation Authority of the Philippines (CAAP) Director General Capt. Jim Sydiongco.

He was also accompanied by Mr. Heiko Nitsche, President & CEO of Mercedes-Benz Group Philippines, and Dr. Andreas Klippe, officer of the Clark Investors Locators Association, both of whom assisted the Philippine Embassy in Berlin and the German-Philippine Chamber of Commerce and Industry (GPCCI) in  organizing the Secretary’s visit program.

The Secretary’s meeting with Germany’s State Secretary for Transport and Digital Infrastructure Mr. Michael Odenwald on 29 March was the high point of his visit, allowing the two officials to renew the commitment of the two countries to restore their bilateral ties to a solid footing following the long-awaited conclusion of the PIATCO/Fraport case. As a result of their cordial exchange, Mr. Odenwald agreed to visit the Philippines with a delegation from the German transport industry in July 2017, which will also be an opportunity to sign the Philippine-German Maritime Shipping Agreement.

Secretary Tugade likewise succeeded in drumming up interest in the Philippines among German businesses at two major business forums: ASEAN Insights, organized by the Chamber of Commerce (IHK) Stuttgart Region in Stuttgart on 28 March and the 2nd German-Asian Business Dialogue hosted by Member of Parliament Mr. Mark Hauptmann in Berlin on 29 March. In both forums, he underscored the Philippine Government’s infrastructure investment drive under the “Build, Build, Build” slogan, as well as its campaign for more transparency and accountability in the private sector. He also pointed out the opportunities created by ASEAN economic integration, noting that the ASEAN member countries will keep their windows open to the rest of the world even as they open doors to each other.

The German Asia-Pacific Business Association (OAV) also organized a roundtable meeting for the Secretary with around 20 representatives of key German transport industry players at the Deutsche Bahn headquarters. The Secretary outlined for them the Philippine Government’s transportation roadmap, and invited them to explore opportunities to participate in realizing this roadmap.

Secretary Tugade and his delegation left Berlin with an excellent impression of Germany’s transportation system and sector, while at the same time leaving the stakeholders they met with a keen interest to look at infrastructure projects in the Philippines. (end)

Secretary Baldoz visits Germany, highlights need for sustainable labor cooperation

Philippine Labor Secretary Rosalinda Dimapilis-Baldoz visited Germany on 19-22 March 2016 together with Assistant Administrator Liberty Casco and Director Nimfa de Guzman of the Philippine Overseas Employment Administration (POEA) to promote Philippine-German labor cooperation under the Triple Win Program.

The visit was also to celebrate the third anniversary of the signing of the “Agreement Concerning the Placement of Filipino Health Care Professionals in Employment Positions in the Federal Republic of Germany,” also known as the Triple Win Project (TWP) in March 2013.

The Secretary’s visit opened on a high note with a trip to the University Hospital Tübingen (UKT), one of the biggest employers of Filipino nurses under the TWP, with 21 Filipino nurses hired so far. The UKT administration led by Prof. Dr. Michael Bamberg, together with Philippine Honorary Consul General Prof. Gerhard Zeidler, organized a special program for Sec. Baldoz and her delegation which included the Philippine Ambassador, Consul Cathy Torres and Vice Consul a.h. Cecile Krause.

Thirteen other Filipino TWP nurses from Freiburg, Munich, and Frankfurt traveled to Tübingen to join the activity with the help of the German Enterprise for International Cooperation (GIZ) and the coordination of the Philippine Embassy.

Certificates of Recognition were given to those who have passed the German qualification examinstions.

In her remarks, Secretary Baldoz congratulated the nurses for what they have achieved; she  challenged them to continue doing their best. “On your shoulders rests the responsibility, as the first batch of the TWP, to showcase the Filipino nurse,” she said. “Our best asset is still our human resources, and it is our country they see through you.” She conferred certificates to the nurses who had obtained their professional recognition from the German government.

Consul General Gerhard Zeidler, a.h., labeled our nurses as Ambassadors of Goodwill for the program. “Through their model work ethics and values, you can convince other hospitals of the worth of Filipino nurses.” he said. l

The nurses delivered a presentation about their experiences from the time they were deployed to Germany, including the challenges they faced and how they were able to surmount them. They made special mention of UKT’s Director of Nursing Mrs. Sibylle Jerger for making them feel welcome in their new workplace and home.

In Berlin, Parliamentary State Secretary Thorben Albrecht received Secretary Baldoz on for discussions after meeting Federal Minister for Labor and Social Affairs Andrea Nahles briefly.

During their meeting, Secretary Baldoz highlighted the need for sustainability measures to ensure that the Philippines can help meet Germany’s need for qualified nurses in the long term. Mr. Albrecht recognized that Germany and the Philippines shared the same aspiration in terms of meeting their respective needs.

With its aging population and the high demand for nursing care (one benefit covered by  Germany’s health insurance system) and with existing nurses retiring, Germany will be needing about  200,000 nurses by 2030. The numbers will fill up not only hospitals but also nursing homes and home care.

Secretary Baldoz and State Secretary Albrecht agreed that apart from government agencies, the private sector would play an important role in implementing such sustainability measures.

The Secretary pushed for stronger cooperation in the area of healthcare human resources development (HRD), including the provision of specialized training for Filipino nurses in such areas as geriatric care.

The Embassy also organized the Secretary’s meetings with the TWP partners, including GIZ, the International Placement Services (ZAV), and Verdi, and with the representatives of the private sector, including the Federal Association of Private Social Service (BPA) and Care.com Europe. The discussions centered on the recently issued POEA guidelines for private sector participation in the recruitment of Filipino nurses for deployment to Germany.

Secretary Baldoz underscored the need to uphold the standards for fair, transparent, and ethical recruitment established through the TWP. She also stressed the importance of fully disclosing to candidate nurses the conditions of work awaiting for them abroad. “The social cost of migration is high so the government’s objective is to make all information available for prospective migrants to make an informed decision,” she said.

The Secretary and her delegation also received a briefing from Mr. Tobias Stapf of Minor e.V., a German migration research organization that has developed the Digital Integration Assistant (DINTA), an online platform to help foreign, including Filipino, nurses adjust to work and life in Germany, with funding from the Federal Ministry of Education and Research. Secretary Baldoz recognized the usefulness of the tool and suggested that it be included among POEA’s online resources for Filipino nurses considering working in Germany.

As of March 2016, 234 Filipino nurses have been accepted of which 128 have been deployed under the Triple Win Program to hospitals in Stuttgart, Frankfurt, Berlin, Freiburg, Munich and Tubingen. They have undergone extensive German language training and have passed initial interviews and examinations from their German hospital-employers.

The Triple Win Program has been called to imply wins from three (3) sides: the Philippines (sending country), Germany (receiving country) and the migrant (the Filipino nurse).  Germany has similar programs with Eastern European countries.  END

Philippines and Germany Exchange Instruments of Ratification on the Agreement for the Avoidance of Double Taxation

The Philippines and Germany exchanged the original Instruments of Ratification of the renegotiated Philippines – Germany Agreement on the Avoidance of Double Taxation on 18 December 2015, paving the way for the potential entry of more German investments in the country. Department of Foreign Affairs (DFA) Assistant Secretary for European Affairs Maria Cleofe Natividad represented the Philippines in the ceremony, with German Ambassador Thomas Ossowski heading the German side.

The two countries renegotiated the Agreement with a view to strengthening bilateral trade and investments, deepening economic relations and cooperation in the field of taxation, and in order to better enforce domestic laws, reduce tax evasion and promote technology transfer.

Finance Secretary Cesar V. Purisima signed the renegotiated Agreement on behalf of the Philippine Government on 09 September 2013 in Berlin, Germany.

The entry into force of the renegotiated Agreement terminates the previous Agreement on the Avoidance of Double Taxation concluded by the Philippines and Germany in 1983.

Germany is an important and strategic partner of the Philippines and remains to be the country’s top trading partner in Europe. It ranks as the 9th major trading partner of the Philippines worldwide. Bilateral trade between the two countries amounted to USD$5.346 billion in 2014.
