PHILIPPINES AND GERMANY CONCLUDE NEGOTIATIONS ON SOCIAL SECURITY AGREEMENT

BERLIN – The final round of negotiations on a Philippine-German bilateral agreement on social security took place at the Federal Ministry of Labour and Social Affairs (BMAS) in Berlin from 24 to 28 March 2013.

Ambassador Maria Cleofe Natividad opened the negotiations and expressed optimism that the second round would succeed. She cited ‘positive signs’ for a prompt conclusion of the negotiations, such as the recent signing of a labor agreement facilitating the deployment of Filipino nurses to Germany as well as the ‘perfect timing’, as the Philippines and Germany are celebrating the 60th year of diplomatic relations in 2014.

The factors considered by the Philippine government to pursue the establishment of a social security agreement would be the number of Filipino migrant/contract workers in a particular country who would benefit from the agreement and the compatibility of social security schemes.

The main elements of the social security agreement include equality of treatment, export of benefits, determination of applicable legislation, maintenance of rights, and administrative assistance. For equality of treatment, this means that a Filipino who is a resident and employed in Germany shall be entitled to the same benefits granted to a German national under its social security law. For export of benefits, this means that if a Filipino migrant in Germany who is receiving a German pension decides to return permanently to the Philippines, the concerned German social security institution shall send his pension to him.

Further, a Filipino employed in Germany shall be covered by its social security law.  He cannot at the same time be compulsorily covered under Philippine and German social security laws. In terms of administrative assistance, a Filipino who has reached retirement age need not return to the Philippines to file his claim under PH SSS law.  He can proceed to the nearest office of the designated German liaison agency to fill up the form, and the said agency shall transmit the claim to its counterpart Philippine liaison agency

In terms of legislative scope, the social security agreement shall apply to retirement, disability and death benefits in accordance with the Social Security Act. It will also apply to retirement, disability, death and survivorship benefits in accordance with the Government Service Insurance Act. Further, it shall also impact on the totalization of periods of contributions under both laws, in accordance with the Portability Law.

The Philippine delegation from Manila was headed by Ms. Judy Frances See, Senior Vice President, International Operations Division, of the Social Security System (SSS). Joining her from SSS was Atty. Voltaire Agas, Chief Legal Counsel. Officials from the Philippine Health Insurance Corporation (Philhealth) also joined the delegation, with Atty. Alfredo Pineda II, Senior Manager of the Internal Legal Department and Atty. Ma. Emily Roque, the Senior Manager for Prosecution. From the Philippine Embassy, Minister Mardomel Melicor, Third Secretary Azela Arumpac, and Ms. Isabelle Kuklinksi joined the negotiations. (END)

Ambassador Natividad Meets First Batch of Nurses in Frankfurt

Berlin, 27 January 2014 –  Ambassador Natividad met the first batch of Philippine nurses who arrived in Frankfurt on 15 December 2013.

The Ambassador, who was in Frankfurt for the Thomas Lloyd Cleantech took the opportunity of her presence in Frankfurt to meet the nurses for dinner on 23 January 2014.

The four nurses, Ms. Vanessa Preclaro, Ms. Krystel Anne Sumido, Ms. Eowyn Galvez, and Mr. Ruel Galias, who are all employed by the Nordwest Hospital in Frankfurt seemed to have adjusted well to their new life in Germany. The nurses, who were delighted to meet the Ambassador, mentioned their appreciation for the support given by the hospital’s administration, their co-workers, and especially that of the Filipino community in Frankfurt.

The arrival of the nurses come at a time when nurses from the first wave who came between the mid sixties and mid seventies are reaching retirement age.
The Triple Win Project, under the Philippines-Germany Agreement concerning the Deployment of Philippine Health Professionals in Employment Positions in the Federal Republic of Germany, is currently helping more than 200 nurses undergo training to prepare them for deployment to Germany.  The next batch of nurses is expected to arrive in Tubingen in the next few weeks. Philippine Ambassador and Senator Pia Cayetano discuss PH-German Education Cooperation

29 September 2013. Berlin.  Senator Pilar S. Cayetano called on Ambassador Maria Cleofe R. Natividad during her visit in Berlin as part of her advocacy for education and in  her capacity as Chairperson of the Senate Committee on Education, Arts and Culture.

Senator Cayetano visited some schools in Berlin to learn more about the German system of education, particularly with respect to promoting languages and sports among the youth. She is exploring the possibilities of bilingual education, particularly in the context of Germany.

The Senator went to the Friedrich-Engels-Gymnasium, the oldest Spanish bilingual school in Berlin for a discussion of the curriculum of the school as compared with that  of the Philippines.  The school has 980 students from grade one to twelve and works in close cooperation with the Spanish Ministry of Education.
Senator Cayetano also visited one of the four elite sports and high performance schools in Berlin, and one of the biggest elite sports schools in Germany.  It has a land area of 5 hectares that trains students from grade one to twelve with special emphasis on seventeen sports disciplines.  The current Olympic World and European champion in the men’s discus throw, Robert Harting, is a product of said school as well as Sabine Lisicki, number 16th in the current singles ranking in tennis and a finalist in the 2013 Wimbledon tennis competition.

Senator Cayetano examines the possibility of integrating more sports in the Philippine education curriculum to increase Philippine participation in the Olympic Games and other sports competitions. END

Philippines shines in Berlin’s Asia Pacific Weeks 2013 on “Smart Cities”

7 June 2013, Berlin, Germany – The Philippines made a splash in this year’s Asia Pacific Weeks (APW) in Berlin, a premier business forum organized by the Asia Pacific Forum, Berlin Ministry for Economics, Technology, and Research, and the Federal Foreign Office.

Vice President Jejomar C. Binay delivered the keynote address at the opening ceremonies of the APW.  The Philippine Embassy in Berlin, led by Ambassador Maria Cleofe R. Natividad, ensured strong Philippine participation in this year’s APW edition.

His key message on responding to the challenges faced by today’s cities was that “the government  can never go it alone.  Public-Private Partnership, with civil society chipping in, is the new model.  Government needs strong partners from the business community and the civic sector, just as business needs the prudential presence of government in many of its endeavors.” Vice President Binay noted that urban sprawl is also posing significant challenges to the delivery of basic services and is exposing the population to significant risks associated with climate change such as flooding.

Vice President Binay also touted the strong gains made by the Philippine economy, with the 7.8% GDP growth in Q1/2013 setting the pace for the Asia Pacific region.  Economic growth continues to be city-driven, with 60% of the Philippines’ population living in urban areas.

The Vice President emphasized that the Asia Pacific Weeks provides an innovative venue to rethink urban planning and transform cities into green, mobile, creative, and safe places to live.  He also commended the work of the organizers and the Philippine Embassy and thanked Ambassador Natividad for the Embassy’s efforts for his visit come to fruition.
Noting both his role as the Chair of the Housing and Urban Development Coordinating Council (HUDCC) and his twenty-year experience as Mayor of Makati, Vice President Binay emphasized the importance of public-private partnerships in sustaining the development of smart cities.  Vice President Binay recalled that while he was uniquely afforded the necessary time and space to institute reforms in Makati City, such as the prioritization of basic services and pioneering e-government services, most local government officials operate on a narrower time horizon.

The opening ceremony also included a performance by the University of Santo Tomas (UST) Singers, who regaled the assembled audience with a compact set of German and Filipino songs, highlighted by their German rendition of Beethoven’s “Ode an die Fruede” (Ode to Joy), which was met with a rousing applause by the assembled diplomats, business leaders, and policy experts.

During his presentation of “Smart City Makati – Business Portal” on 7 June 2013, Vice President Binay delivered a comprehensive presentation on Makati City’s holistic and people-centered agenda.  In particular, Mr. Binay highlighted that smart transportation, involving e-Jeepneys and hybrid buses, and the rise of mixed use developments, which integrate commercial and residential properties, were sustaining Makati’s premier position as a green and connected city.

The Vice President also highlighted that Makati City had adopted an advanced e-government platform, integrating all local offices, which has ensured the speedy and efficient processing of business applications.

The Vice President inaugurated the Aedes Architecture Forum’s Exhibit “Smart City the Next Generation: Focus Southeast Asia”, which brought together nearly fifty (50) veteran and up and coming architects, engineers, and artists with the aim of developing intelligent and sustainable solutions to Southeast Asia’s urban context.  Also in attendance was Mr. Felino Palafox, who has launched a collaborative private sector initiative in formulating ten principles for the sustainable development of Metro Manila.

The launch of the exhibit was preceded by a performance of the Kontemporaryong Gamelan Pilipino (Kontra-Gapi) of the University of the Philippines.  The Kontra-Gapi, led by Professor Abraham, electrified the crowd with its modern blend of music and dance inspired by traditional Filipino and Southeast Asian ethnic and cultural traditions. – END –
