Berlin PE and the Friedrich Naumann Foundation Celebrate “Philippines on the Rise”
with a Panel Discussion-Concert featuring Noel Cabangon

Berlin.  The Philippine Embassy in Berlin, in close cooperation with the Friedrich Naumann Stiftung (FNS), featured a unique panel discussion-concert on the “Philippines on the Rise”, with a formidable panel composed of Ambassador Maria Cleofe R. Natividad, FNS Country Director and former European Parliament member Jules Maaten, journalist Marites Vitug, and acclaimed singer Noel Cabangon.

Ambassador Natividad welcomed the audience and set the tone for the discussions by highlighting the economic outlook for the Philippines, a nation on the rise. She noted the robust  GDP growth at  7.8% which outpaced all other ASEAN member states in the first quarter of 2013 and the recent investment grade ratings. The Ambassador also emphasized that bilateral relations with Germany is at its most robust, with high level exchanges at the ministerial level.

Mr. Maaten, referred to by Ambassador as a “true friend” of the Philippines, spoke of the gains reaped under the good governance reforms in the first three years of the administration of President Benigno S. Aquino III.

Noting his foundation’s affiliation with the Liberal Party, Mr Maaten also spoke of the sustainability of the Philippines’ rise, in the context of the results of the recent midterm elections and the outlook for 2016, the next presidential elections. He also enjoined Filipinos to regard more highly of their country and recognize the remarkable economic growth ushered by the good governance reforms of the President.

Ms. Marites Vitug also gave an assessment of the first three years of the Aquino Administration and spoke of the work that remains to at hand. She mentioned some of the important bills that form part of the administration’s reform package which President Aquino will present at the opening of the next session of Congress set on 22 July.  She also responded candidly to questions on political dynasties in the Philippines.

Central to the panel discussion was the marked improvement in the electoral system especially in the recent elections and the concern for institutionalizing clean elections, good governance and eradication of corruption. Issues on the political maturity of the electorate and the need for education were also raised.

To these, the Ambassador emphasized that education is the key. A more educated population will be able to vote in a more rational way. On poverty alleviation and the huge education gap at tertiary level due to the prohibitive cost of education, the Ambassador stressed that the Embassy is intensively working with Germany on cooperation on the dual system of vocational education.

The panel discussion ended with patriotic songs from Noel Cabangon which delighted the audience. END

Philippine Embassy in Berlin hosts Vin d’ Honneur to commemorate the 115th Anniversary of the Proclamation of Philippine Independence

The Philippine Embassy in Berlin hosted a Vin d’ Honneur on the occasion of the 115th anniversary of the proclamation of Philippine Independence at the Deutsche Bank in Berlin on June 11.  The Atrium of the Deutsche Bank was the venue of choice, as the bank has become of one of the leading transaction banks in the Philippines, with significant investments in technology, through the establishments of the Deutsche Knowledge Services, a center for finance, global business services, and information technology. Deutsche Bank official Mr. Bernhard Deppisch gave welcome remarks and spoke of the robust economic outlook for the Philippines.

The event, celebrated with the theme “Kalayaan 2013: Ambagan tungo sa Malawakang Kaunlaran” (Freedom 2013: Contributing Towards Inclusive Development), drew in representatives from the diplomatic corps, the German federal government, the business community, and leaders of Filipino organizations based in Germany. High ranking officials, led by Ambassador Clemens von Goetze, Director-General for Asia of the German Federal Foreign Office (FFO) also graced the event.

Ambassador Maria Cleofe R. Natividad opened the event with her National Day message. The Ambassador, speaking in both German and English, reflected on the year’s theme and said, the Philippine Embassy is “fully in line with the President’s Social Covenant with the people… (the Philippine Embassy) is a steadfast partner in reinforcing and reinvigorating our diplomatic relations with Germany – raising it from the stupor of the previous decade and pushing it to even greater heights in strategic sectors.” Noting the importance of relations with Germany, the Ambassador said: “Germany, an innovation, research, and education world leader, is a strategic partner for the Philippines as it pursues inclusive growth through investments in our human capital.”

The Ambassador called on Germany, as well as the Overseas Filipinos present in Germany, to continue to expand investment and to encourage entrepreneurship and human capital development in the Philippines.  As the Philippines and Germany look towards the 60th anniversary of diplomatic relations, the Philippines and Germany are exploring new avenues of cooperation in developing a maritime strategic alliance and exporting aspects of Germany’s vocational education system to the Philippines.

The celebration was capped with Filipino cultural presentations from Kontragapi and home-grown Embassy talents Mylah Rubio and husband Jose Mari. The cultural numbers were received with much applause from the enthusiastic audience. (END)

Philippines shines in Berlin’s Asia Pacific Weeks 2013 on “Smart Cities”

7 June 2013, Berlin, Germany – The Philippines made a splash in this year’s Asia Pacific Weeks (APW) in Berlin, a premier business forum organized by the Asia Pacific Forum, Berlin Ministry for Economics, Technology, and Research, and the Federal Foreign Office.

Vice President Jejomar C. Binay delivered the keynote address at the opening ceremonies of the APW.  The Philippine Embassy in Berlin, led by Ambassador Maria Cleofe R. Natividad, ensured strong Philippine participation in this year’s APW edition.

His key message on responding to the challenges faced by today’s cities was that “the government  can never go it alone.  Public-Private Partnership, with civil society chipping in, is the new model.  Government needs strong partners from the business community and the civic sector, just as business needs the prudential presence of government in many of its endeavors.” Vice President Binay noted that urban sprawl is also posing significant challenges to the delivery of basic services and is exposing the population to significant risks associated with climate change such as flooding.

Vice President Binay also touted the strong gains made by the Philippine economy, with the 7.8% GDP growth in Q1/2013 setting the pace for the Asia Pacific region.  Economic growth continues to be city-driven, with 60% of the Philippines’ population living in urban areas.

The Vice President emphasized that the Asia Pacific Weeks provides an innovative venue to rethink urban planning and transform cities into green, mobile, creative, and safe places to live.  He also commended the work of the organizers and the Philippine Embassy and thanked Ambassador Natividad for the Embassy’s efforts for his visit come to fruition.
Noting both his role as the Chair of the Housing and Urban Development Coordinating Council (HUDCC) and his twenty-year experience as Mayor of Makati, Vice President Binay emphasized the importance of public-private partnerships in sustaining the development of smart cities.  Vice President Binay recalled that while he was uniquely afforded the necessary time and space to institute reforms in Makati City, such as the prioritization of basic services and pioneering e-government services, most local government officials operate on a narrower time horizon.

The opening ceremony also included a performance by the University of Santo Tomas (UST) Singers, who regaled the assembled audience with a compact set of German and Filipino songs, highlighted by their German rendition of Beethoven’s “Ode an die Fruede” (Ode to Joy), which was met with a rousing applause by the assembled diplomats, business leaders, and policy experts.

During his presentation of “Smart City Makati – Business Portal” on 7 June 2013, Vice President Binay delivered a comprehensive presentation on Makati City’s holistic and people-centered agenda.  In particular, Mr. Binay highlighted that smart transportation, involving e-Jeepneys and hybrid buses, and the rise of mixed use developments, which integrate commercial and residential properties, were sustaining Makati’s premier position as a green and connected city.

The Vice President also highlighted that Makati City had adopted an advanced e-government platform, integrating all local offices, which has ensured the speedy and efficient processing of business applications.

The Vice President inaugurated the Aedes Architecture Forum’s Exhibit “Smart City the Next Generation: Focus Southeast Asia”, which brought together nearly fifty (50) veteran and up and coming architects, engineers, and artists with the aim of developing intelligent and sustainable solutions to Southeast Asia’s urban context.  Also in attendance was Mr. Felino Palafox, who has launched a collaborative private sector initiative in formulating ten principles for the sustainable development of Metro Manila.

The launch of the exhibit was preceded by a performance of the Kontemporaryong Gamelan Pilipino (Kontra-Gapi) of the University of the Philippines.  The Kontra-Gapi, led by Professor Abraham, electrified the crowd with its modern blend of music and dance inspired by traditional Filipino and Southeast Asian ethnic and cultural traditions. – END –

Vice President Binay Meets with German labor Minister von der Leyen

VICE PRESIDENT BINAY MEETS WITH GERMAN LABOR MINISTER VON DER LEYEN: BOTH SIDES AGREE TO FAST TRACK DEPLOYMENT OF FILIPINO NURSES TO GERMANY

5 June 2013, Berlin – Vice President Jejomar C. Binay, on the third day of his one week working visit to Germany, met Germany’s Labor Minister, Dr. Ursula von der Leyen at the Federal Ministry of Labour and Social Affairs, to sustain the momentum of Philippines-German labor cooperation following the signing of the agreement to deploy Filipino Healthcare Professionals to Germany on 18 March 2013.  The Vice President was joined by Philippine Ambassador to Germany Maria Cleofe Natividad, Honorable Francisco Tatad, and Prof. Dr. Gerhard Zeidler, Philippine Honorary Consul General to Baden-Württemberg and Hesse.
Vice President Binay informed Minister von der Leyen that following her visit to Manila in March 2013, President Benigno S. Aquino III had ratified the agreement on 29 May 2013. This means that the Agreement will now take effect and the implementing guidelines will be issued by the Philippine Overseas Employment Agency (POEA) soon.  The POEA is expected to start processing of nurses’ applications by 16 June 2013.

“For the Philippines, it means an opportunity for our nurses to get employed in Germany.  And for Germany, it addresses the shortage of nurses and other health professionals in the country,” emphasized Vice President Binay. Both sides are targeting the initial deployment of 50 Filipino nurses to Germany in the latter half of 2013, with an additional nurses expected in 2014.

The Vice President and Labor Minister von der Leyen took stock of the full gamut of potential labor cooperation and both sides also welcomed initial progress on the proposed Philippines-Germany Social Security Agreement. It is expected that the social security agreement will allow Filipinos returning to the Philippines to repatriate and totalize their pensions.  The next round of negotiations on a social security agreement will take place in the Philippines in January 2014.

Taking account of the existing complementarities in the maritime sector, Vice President Binay further suggested that the Philippines and Germany pursue cooperation in the maritime sector, which would potentially enhance technology transfer and boost the quality of seafarers’ training in the Philippines.  Noting the recent move to a K-12 educational system, Vice President Binay also expressed the Philippines’ interest to learn from Germany’s success with its dual vocational training system, which could further meet the demands of the Philippines’ expanding transportation infrastructure, real estate, and mining sectors.

As part of his commitment to ensure the welfare of nurses who are interested in working in Germany, Vice President Binay also met with State Secretary Klaus Murawski of Baden-Württemberg to discuss deployment of nurses in that state and obtain government support for nurses, particularly the recognition of their credentials which will facilitate their entry. The meeting was arranged through Honorary Consul General Zeidler, among the prime movers behind the nurses’ agreement. – END –
