VP Binay and German Foreign Minister Westerwelle Look Towards Cooperation in Strategic Sectors

June 4, 2013

4 June 2013, Berlin – Vice President Jejomar Binay, accompanied by Ambassador Maria Cleofe R. Natividad and his delegation, met German Foreign Minister (FM) Dr. Guido Westerwelle at the Federal Foreign Office today. The two officials discussed the robust state of bilateral diplomatic relations which will see its 60th year anniversary in 2014 and closer cooperation in strategic sectors.
Vice President Binay praised the new vigor in Philippine-German relations and told FM Westerwelle that his visit is a manifestation of Philippine commitment to increase high-level exchanges with Germany. The dynamic in the relations was spurred by the visit of Secretary of Foreign Affairs Albert del Rosario to Berlin in 2011.

VP Binay shared developments from the Philippines, from the robust economic indicators such as the GDP growth during the first quarter, the recent investment grade ratings, and the results of the recent Philippine elections which show that democracy is alive and well in the country.
The Vice President expressed satisfaction over German interest in moving the bilateral relations forward, noting the recent trip of FM Westerwelle to the Philippines as well as Labor Minister Dr. Ursula von der Leyen who was in Manila in March to witness the signing of an agreement for the deployment of Filipino nurses to Germany. The agreement, recently ratified by President Benigno S. Aquino III, is seen to be mutually beneficial – protecting the Filipino worker’s rights and addressing the needs of Germany’s aging population.

As part of his responsibility as Presidential Adviser on OFW concerns, Vice President Binay stated that he looked forward to the early implementation of the labor agreement, which should see the initial deployment of Filipino nurses to Germany in the latter half of 2013. The Vice President also expressed Philippine interest to explore the possible mutual recognition of academic qualifications with Germany.

He urged the German side to invest in the Philippines’ human capital and urged cooperation in education, particularly the dual system of vocational training. The Vice President that such cooperation is timely considering the K to 12 reform in the Philippine educational system.
FM Westerwelle praised the Philippine economy as a “powerhouse” in the region. The foreign minister recalled his recent official trip to Manila, where he called for expansion of bilateral cooperation across the board. The German foreign minister expressed satisfaction that his visit to the Döhle Institute in Manila, a maritime center which trains Filipino seafarers, had yielded in a concrete project, a roundtable discussion in Hamburg on directions for Philippine-German cooperation, including a possible “maritime strategic alliance”, where the Vice President will be the keynote speaker.

Vice President Binay spoke of the crucial role of Filipino seafarers, who account for 80 percent of officers of Germany’s merchant fleet. He welcomed cooperation with German stakeholders in the maritime sector to enhance the capacity of maritime training centers in the Philippines. The Vice President stated that President Aquino had already issued an executive order which provides the framework to ensure that the Filipino seafarer remains globally-competitive. Germany recognizes the Philippines as an important maritime nation and the central role played by Filipino seafarers in supporting maritime shipping and trade.

Both Vice President Binay and Foreign Minister Westerwelle will deliver keynote remarks for the opening ceremonies of the Asia Pacific Weeks 2013, a premier business forum highlighting Germany’s renewed interest in Southeast Asia and the Philippines, which will take place at the Federal Foreign Office on 5 June 2013.

The Vice President and his delegation from Manila, which included Honorable Francisco Tatad, Mr. Edgardo Lacson, and Ms. Milagros Lacson, arrived in Berlin yesterday as part of the first leg of his working visit to Europe’s largest economy. He was welcomed in Berlin by the ASEAN Ambassadors Committee and the Philippine Embassy staff and officers. – END –

April 17, 2013

Manila – Foreign Affairs Secretary Albert F. del Rosario on Friday, April 12, received a delegation of the Committee on Foreign Affairs of the German Bundestag headed by Chairman Ruprecht Polenz (CDU/CSU).

The delegation, which is on official visit to Manila from April 11 to 13, includes Mr. Hans-Ulrich Klose (SPD), Deputy Chairman of the Committee on Foreign Affairs and Deputy Head of Delegation; Mr. Jürgen Klimke (CDU/CSU); Mr. Johannes Pflug (SPD); Dr. Rainer Stinner (FDP) Committee; Mr. Stefan Liebich (Die Linke); and Dr. Michael Fuchs, Head of the Committee Secretariat.

The Committee on Foreign Affairs is one of the most influential in the German Bundestag being one of four (4) committees provided for on a permanent basis in the German Basic Law. It deals with the classic area of policy and oversees German foreign policy.

The visit of the delegation is expected to further boost excellent relations between the Philippines and Germany. It came at the heels of three (3) other visits of German officials during the first quarter of this year.

From 7 to 8 February 2013, German Federal Foreign Minister Dr. Guido Westerwelle, came to Manila with a business delegation for the first visit at his level in more than 12 years. Dr. Westerwelle was followed by a delegation from the German Ministry of Defense led by Rear Admiral Thorsten Kahler from 13 to 15 February.

Most recently, German Labour and Social Affairs Minister Dr. Ursula von der Leyen came to Manila on 17 to 19 March to witness the signing of the Agreement Concerning the Deployment of Filipino Health Care Professionals in Employment Positions in the Federal Republic of Germany. The signing of the Agreement opens the German health care sector to Filipino health care professionals who have been, heretofore, barred from employment in accordance with existing German laws. The West Philippine Sea and other developments in ASEAN and the Asia-Pacific region were also discussed.

“It is in the best interest of the Philippines and Germany that the high-level exchanges among our officials will continue,” Secretary del Rosario remarked. He urged the German delegation to lend its support to efforts in bringing Philippine-German relations to even greater heights.

The delegation will also participate in a discussion with members of the German Philippine Chamber of Commerce and Industry on Saturday, April 13. END

PHILIPPINES AND GERMANY COMMENCE NEGOTIATIONS ON SOCIAL SECURITY AGREEMENT

March 10, 2013

BERLIN – Negotiations on a Philippine-German bilateral agreement on social security took place at the Federal Ministry of Labour and Social Affairs (BMAS) in Berlin from 04 to 08 March 2013.

Ambassador Maria Cleofe Natividad opened the expert talks and introduced the Philippine delegation from Manila headed by Philippine Social Security System (SSS) President and CEO Mr. Emilio S. de Quiros, Jr. She spoke of the agreement’s long negotiating history and expressed satisfaction at the timing of the formal negotiations.

“As early as 2002, informal discussions on a social security agreement have begun between our labor ministers. Eleven years later, we are finally on the negotiating table,” noted the Ambassador.

The Philippine delegation discussed with their German counterparts details of social security cooperation – including how the totalization of coverage periods, export of benefits, and mutual administration assistance could potentially benefit overseas Filipino workers (OFWs) in Germany and Germans working in the Philippines.

President de Quiros also gave a presentation on the Philippine social security system, particularly on the “layers of social protection.” This was followed by discussions on the articles of the proposed agreement, and the concluding protocol. Ms. Judy Frances See, SSS Senior Vice President, explained the Philippines’ proposed amendments to the agreement, mainly for the benefit of OFWs.

On the other hand, Mr. Michael Schmidt of the Federal Ministry of Labour and Social Affairs also gave an overview of the German social security system. The lead negotiator for the German side was Dr. Albrecht Otting also from the same ministry. Officials from the German Federal Pension Insurance, German Pension Insurance for Miners, Railway Workers and Seamen, and the National Association of Statutory Health Insurance also joined Dr. Otting’s team.

The Philippine and German delegations expressed satisfaction at the results of the first round of negotiations in Berlin. Both sides agreed that the next round of talks shall be held in the second half of 2013 in the Philippines.

“The timing could not have been better. From October of this year to 2014, Germany and the Philippines will be celebrating 60 years of bilateral diplomatic relations” Ambassador Natividad said. She further noted that, “The agreement is an instrument for the protection of Filipinos in Germany. It will potentially benefit the Filipino nurses who will soon be deployed to Germany, allowing them to repatriate their pensions in full.”

The Philippine delegation was headed by Mr. Emilio S. de Quiros, Jr., President and CEO, SSS. The members of the delegation were: Ms. Judy Frances See, Senior Vice President, International Operations Division, SSS; Atty. Roberto B. Bautista, Manager II, International Affairs Department, SSS; Atty. Edgar Julio Asuncion, Senior Vice President and Chief Legal Officer, PhilHealth; and Atty. Jonathan Mangaoang, Division Chief, PhilHealth. From the Philippine Embassy, Minister Mardomel Melicor, Vice-Consul Anna de Vera Balle, and Vice-Consul Azela Arumpac joined the negotiations. (END)

PHILIPPINE-GERMAN RELATIONS TO “MOVE FORWARD” IN PARTNERSHIP WITH GERMAN ORGANIZATIONS IN MANILA

February 23, 2013

Manila. Philippine Ambassador to Germany Maria Cleofe R. Natividad urged closer cooperation with Philippine-based German organizations in view of the upcoming 60th anniversary of bilateral relations during a Special Forum hosted by the German-Philippine Chamber of Commerce and Industry (GPCCI), the German Embassy and the German Club in Makati City on 12 February 2013. Present at the event were GPCCI President Dr. Günter Matschuck, President Michael Scheile of the German Club, Christof Wegner of the German Embassy, and other guests.

Ambassador Natividad gave a presentation entitled “Moving Forward: 60 Years and Beyond – Celebrating 60 Years of Philippine-German Diplomatic Relations.” She gave an outline of developments in the political, economic, and cultural spheres of bilateral relations in recent years, and particularly since she presented her credentials to then German President Christian Wulff.

She also highlighted the concrete outcomes of the recent visit of German Foreign Minister Guido Westerwelle to the Philippines from 7-8 February, including the official statement of Secretary of Foreign Affairs Albert del Rosario and the German Foreign Minister.

“During the bilateral discussions, SFA del Rosario and FM Westerwelle gave their full support and commitment to the many ongoing projects and activities in our fast-moving relations,” she said.

Ambassador Natividad conveyed developments in defense cooperation, including the bilateral defense consultations with the German Ministry of Defense. She also mentioned other cooperation frameworks in the pipeline – the conclusion of negotiations on a Philippine-German Double Taxation Agreement, and the upcoming negotiations on social security agreement with the Federal Ministry of Labor and Social Affairs. She discussed the possible cooperation in labor which will pave the way for the entry of skilled Filipino nurses into the German labor market. Finally, she informed the audience that inaugural bilateral political consultations will take place for the first time in Manila in 2013.

She also thanked members of the GPCCI and the German Club for their support to the economic diplomacy activities of the Philippine Embassy in Berlin, citing individual members who have given testimonials of their successful business transactions during investment roadshows throughout Germany. She wished the GPCCI well in its efforts to be an accredited business chamber.

“I would like to thank GPCCI and its roster of members – particularly Mr. Gerald Frielinghaus, President and CEO of Lufthansa Technik Philippines, and Mr. Claus Sudhoff, President and CEO of CS Garments, Mr Klaus Preschle of Professionals Asia, Mr. Marcel Rüdiger of Datronicsoft Inc, Mr Gerd Hauer of Bosch Communications Center, and Mr. Detlev von Ramm of Continental Temic – for sharing your experience in doing business in the Philippines and your reasons for choosing the Philippines as your investment destination.”

Towards the end of her speech, Ambassador Natividad urged the members and guests to become the Embassy’s partners in celebrating the 60th year of bilateral diplomatic relations participating in key projects such as the publication and launching of a commemorative book on Philippine-German relations, maritime training, and in the pioneering efforts to reform education in the Philippines.

She urged the audience to support President Benigno S. Aquino’s K to 12 program, particularly on the dual training system component. “In 2016, 800,000 school children will enter Grade 11 instead of going directly to university. I am here now to encourage your companies, as part of your corporate social responsibility program, to do a “Porsche” and participate in this pioneering program and offer places for trainee-students in your respective companies. Some of your companies already accept older Filipino students as On the Job Trainees or OJTs. Starting in 2016, you will have a lot more Filipino students ready to learn from you how to work according to German quality standards.”

The event concluded with robust commitments from all sides for closer long-term cooperation. END
