For Filipino Tourists/ Temporary Residents in Germany with Expiring/ Expired Status in view of Restrictions Due to COVID-19 Pandemic

Filipino tourists/temporary residents who are in Germany and whose pending return to the Philippines/ request to extend legal status in Germany are delayed due to restrictions arising from the COVID-19 pandemic are advised of the following:

1. For those with flights, please contact your airline directly for definite information on your flight details, or if they have earlier flights, or may be able to offer alternative flight options.

2. For those who have travel insurance, contact your company and get guidance for any possible claim coverage arising from this unforeseen delay/travel rerouting.

3. In the event that your visa/permit expires or is expiring soon, please contact the Local Foreigner’s Office/ Ausländerbehörde nearest you to obtain an appointment for an extension of your stay and note the following:

a) If you are unable to obtain an appointment, compile any document / proof (i.e. note your phone call inquiry/keep emails from the airline, note efforts you made to obtain an appointment with the Local Foreigner’s Office) that you may have which shows you have exerted efforts to leave Germany on time and/or made efforts to obtain an appointment from the Ausländerbehörde.

b) The operations of the Ausländerbehörde are currently restricted, do not proceed to their office without contacting them first.

c) For tourists, you are requested by the German government to make use of early opportunities to return to your country of residence, even if this does not correspond to your original travel plans.

4. Please ensure that you continue to have insurance coverage while you are in Germany for any contingencies.

We reiterate that the situation is very fluid. Updates and changes in policies and procedures may occur at any point. The Embassy will continue to disseminate additional information as these become available. Please continue to follow our Facebook page for updates.

In view of the latest developments in relation to the COVID-19 situation in Germany and the latest measures taken by the German Government to control the further spread of infections particularly through calls for restrictions on public life, the Philippine Embassy in Berlin will temporarily suspend its consular operations effective Thursday, 19 March 2020, until further notice.

PDF: Announcement Temporary Suspension of Consular Operations 18March2020

For the information of the Filipino Community in Germany and the general public, in line with the announcement today by President Rodrigo Roa Duterte of the Enhanced Community Quarantine for the Entire Luzon area, following are the latest travel-related guidelines for the Philippines:

• Outbound passengers intending to depart the Philippines from any of the international airports in Luzon shall be allowed to travel for a period of seventy-two (72) hours from effectivity of the Enhanced community quarantine;

• Inbound international passengers, in transit upon effectivity of the Enhanced Community Quarantine, shall be allowed entry, subject to applicable quarantine procedures if coming from countries with existing travel restrictions imposed by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF).

• All inbound Filipino citizens including their foreign spouse and children, if any, holders of Permanent Resident Visa, and holders of 9(e) Diplomat Visas issued by the Philippine Government shall be allowed entry, subject to applicable quarantine procedures if coming from countries with existing travel restrictions imposed by the IATF.

• The movement of cargoes within, to and from the entire Luzon shall be unhampered. For this purpose, guidelines for the accompanying crew or personnel of transiting cargoes shall be formulated by the Department of Transportation; and

• Land, air and sea travel of uniformed personnel for official business, especially those transporting medical supplies, laboratory specimens related to the COVID-19, and other humanitarian assistance, shall be allowed.

Further, upon arrival at the ports of entry, triage will be conducted for travelers who are coming from countries with high risk of COVID-19 importation to the Philippines:

• Based on the Philippines’ Department of Health guidelines, these countries include South Korea, Singapore, Australia, China, Malaysia, Japan, Spain, Italy, France, the United Kingdom, Sweden, Belgium, Germany and the United States of America. Please refer to the triage procedure in the image below. Please note this list is subject to change.

• The Philippine Bureau of Immigration also implemented expanded travel restrictions for travelers coming from, or who have transited through Iran and Italy in the last fourteen days. They shall be required to present a medical certificate by competent medical authorities within the last 48 hours prior to arrival in country certifying that they are COVID-2019 free. Exempted from these restrictions (medical certificate requirement) are Filipino citizens including their foreign spouse and children, holders of permanent resident visas, and members of the diplomatic corps.
