Further to the Embassy’s Advisory No. 34, the public is advised that the consular appointment system of the Philippine Embassy is now open for March. The link for the Embassy’s consular appointment system can be found here: http://philippine-embassy.de/consular-appointment/

Thank you for your patience as we had to earlier temporarily suspend the system to accommodate applicants in December 2020 and January 2021 who were affected by on-going pandemic-related restrictions.

Public Advisory No. 35

January 26, 2021

With reference to the Philippine Embassy Advisory Nos. 30, 30a, and 30b, and with reference to the Inter-Agency Task Force of Emerging Infectious Disease (IATF-EID) Resolution No. 95 dated 21 January 2021, the following foreign nationals with valid visas who will come from or have a travel history within the last 14 days prior to arrival in the Philippines in countries/jurisdictions covered by the travel restriction due to the new COVID-19 variants, will be permitted entry into the Philippines until 31 January 2021, notwithstanding any previous IATF resolutions and exemptions:

  1. Accredited foreign diplomats and personnel of accredited international organizations, provided that they will undergo RT-PCR test upon arrival at the airport, execute an undertaking and observe strict 14-day quarantine pursuant to relevant (Department of Health) DOH memorandum circular;
  1. Foreign dignitaries who will observe existing testing and quarantine protocols upon arrival;
  1. Those for medical and emergency cases, including their medical escorts, if any, subject to the applicable testing and quarantine protocols as prescribed by the DOH; and,
  1. Spouse and minor children of Filipino citizens traveling with them, subject to the same testing and quarantine protocols applicable to Filipino citizens.

Arrival Protocols

The IATF Resolution No. 95 further requires that arriving Filipino nationals, including those for highly exceptional and/or medical reasons, as well as local diplomats, shall be subject to the applicable quarantine protocols as prescribed by the DOH.

Incoming passengers shall be tested upon arrival and shall be quarantined until the result of a subsequent test administered on the fifth day is released.  Negative results from the two COVID-19 tests shall be endorsed to the passengers’ local government units, who shall then strictly monitor the remainder of the traveler’s fourteen-day (14) quarantine through their respective Barangay Health Emergency Response Teams.

Further to the Embassy’s Advisory No. 33, and, in view of the Federal Government of Germany’s announcement extending the nationwide lockdown and the existing travel restrictions for districts deemed as coronavirus hotspots until the 14th of February 2021, the Embassy will continue to operate on-site on a reduced basis until Friday, 12 February 2021.

 REMINDER TO ALL CLIENTS WITH CONFIRMED CONSULAR SERVICES APPOINTMENTS

The Embassy urges all clients with confirmed appointments to immediately contact the Consular Section via appointment.phembassyberlin@gmail.com if they are affected by the travel restrictions so that their appointments could be cancelled and re-scheduled.

Clients not affected by travel restrictions are likewise urged to contact the Consular Section through the same email address above as they may wish to consider deferring their appointments for safety considerations or to alert the Embassy if they are in very urgent need of consular services.

The Federal Government of Germany announced that the current nationwide lockdown and its corresponding restrictions are extended until 14 February 2021.*

The following restrictions, which took effect last 11 January 2021, will remain in place until 14 February 2021:

  • Hotspot travel ban: residents of areas deemed coronavirus hotspots will be restricted from traveling more than 15 kilometers from their area without a valid reason. Day trips are not allowed.
  • Schools and daycare centers remain closed.
  • Private gathering is limited to members of one’s household and with only a maximum of one other person not living in that household.
  • Travelers arriving in Germany who came from risk areas are required to follow the “two-test strategy” – new arrivals from high risk areas must undergo a COVID test upon arrival in the country, or 48 hours prior to arrival, then undergo a 10-day quarantine. However, the quarantine can be ended by presenting a negative COVID test taken on the fifth day of arrival, at the earliest.
  • Non-essential shops, service businesses and restaurants (except for takeout/delivery service) remain close.

Additional restriction announced on 19 January 2021:

Additionally, mandatory use of medical masks (e.g. operating masks, FFP2, N95 masks) in supermarkets and public transports is required. Reusable fabric masks or improvised nose and mouth coverings (e.g. use of scarves,, shawls, shirts) will no longer be allowed in these areas.

Both the federal and state governments are urgently appealing to all citizens to avoid all non-essential travel inside and outside of Germany.

Everyone is enjoined to observe these restrictions along with other on-going public health measures.
