RICHTFEST: EMBASSY IN BERLIN MARKS IMPORTANT MILESTONE INTHE CONSTRUCTION OF THE NEW CHANCERY

The topping out ceremony or “Richtfest” of the New Philippine Embassy in Berlin, Germany, located at Luisenstrasse 16, 10117 Berlin (formerly Charitéstrasse 7) was held on 18 January 2018. The “Richtfest” is a German tradition that is traced back to the 14th century. It has two important aspects: one, it signifies that the raw construction and the roof have been
completed and the roof tiles will soon be installed. The other aspect of a Richtfest is that it a gesture of thanksgiving to all the people who have been involved in the construction of the building, such as the carpenters, masons, the laborers, the site manager, the architects and the engineers.
The program was opened by the project manager, Ingo Lindner, who thanked those who participated in the construction of the building and acknowledged their good cooperation with the Philippine Embassy. He expressed gratitude that the construction proceeded without accidents.
Mr. Lindner’s speech was followed by architect, Florian Hoyer, who described the complicated design of the building since the property was not a plain square or rectangular, but had many corners and edges.
Ambassador Melita S. Sta. Maria-Thomeczek expressed appreciation to everyone who participated in the purchase and conclusion of the turnkey project. She gave a brief history  of how the building project was realized starting from the efforts of acquiring a historical building at Jägerstrasse which used to be the residence of Jose Rizal until the current property was found and acquired.

The head of the Southeast Asian Section of the Federal Foreign Office, Stefanie Seedig, in her speech, thanked the Embassy “for picking up the German tradition of celebrating a Richtfest, which marks a special moment in the construction of a new building.” Furthermore, she cited that, “a new building is always a big investment. If the new building happens to be an Embassy, it additionally carries a political message. With this building, the Philippines are investing in our long-standing, friendly and fruitful bilateral relations. Together, we have built a solid foundation for cooperation – be it bilaterally on business and culture or be it multilaterally in bringing forward joint solutions to global challenges such as climate change. This new house will provide ample space in both the literal and figurative sense. It will be the bricks-and-mortar structure for your daily work and the stage for further expanding our cooperation and for coming closer together as partners. I am hopeful and indeed confident that this house will foster the friendship between Germany and the Philippines.”
Before a green wreath was hoisted to the level of the top roof to symbolize the “topping” phase of the project, the mastercarpenter thanked and praised the builder and asked for God’s protection for all, including the builders, owners, and future occupants. He then tossed a glass of champagne and threw it against the construction, breaking the glass. The broken glass was believed to signify happiness for the occupants of the building. The ceremony ended by flying the wreath to wish the building good luck, blessings, and protection. A buffet was opened after the ceremony. About 80 guests were present at the event. END

Secretary Tugade revs up bilateral relations with Germany visit

Philippine Transportation Secretary Arthur Tugade visited Frankfurt, Stuttgart, and Berlin on 27-30 March 2017 to survey German solutions and innovations in the transport sector and to promote opportunities for German companies to participate in transportation projects in the Philippines.

Joining him were Department of Transportation (DOTr) Undersecretary for Rails and Toll Roads Cesar B. Chavez, Assistant Secretary for Legal Affairs Leah V. Merida-Quiambao, Assistant Secretary for Communications Cherie Lei Mercado-Santos, and Civil Aviation Authority of the Philippines (CAAP) Director General Capt. Jim Sydiongco.

He was also accompanied by Mr. Heiko Nitsche, President & CEO of Mercedes-Benz Group Philippines, and Dr. Andreas Klippe, officer of the Clark Investors Locators Association, both of whom assisted the Philippine Embassy in Berlin and the German-Philippine Chamber of Commerce and Industry (GPCCI) in  organizing the Secretary’s visit program.

The Secretary’s meeting with Germany’s State Secretary for Transport and Digital Infrastructure Mr. Michael Odenwald on 29 March was the high point of his visit, allowing the two officials to renew the commitment of the two countries to restore their bilateral ties to a solid footing following the long-awaited conclusion of the PIATCO/Fraport case. As a result of their cordial exchange, Mr. Odenwald agreed to visit the Philippines with a delegation from the German transport industry in July 2017, which will also be an opportunity to sign the Philippine-German Maritime Shipping Agreement.

Secretary Tugade likewise succeeded in drumming up interest in the Philippines among German businesses at two major business forums: ASEAN Insights, organized by the Chamber of Commerce (IHK) Stuttgart Region in Stuttgart on 28 March and the 2nd German-Asian Business Dialogue hosted by Member of Parliament Mr. Mark Hauptmann in Berlin on 29 March. In both forums, he underscored the Philippine Government’s infrastructure investment drive under the “Build, Build, Build” slogan, as well as its campaign for more transparency and accountability in the private sector. He also pointed out the opportunities created by ASEAN economic integration, noting that the ASEAN member countries will keep their windows open to the rest of the world even as they open doors to each other.

The German Asia-Pacific Business Association (OAV) also organized a roundtable meeting for the Secretary with around 20 representatives of key German transport industry players at the Deutsche Bahn headquarters. The Secretary outlined for them the Philippine Government’s transportation roadmap, and invited them to explore opportunities to participate in realizing this roadmap.

Secretary Tugade and his delegation left Berlin with an excellent impression of Germany’s transportation system and sector, while at the same time leaving the stakeholders they met with a keen interest to look at infrastructure projects in the Philippines. (end)

UPLIFT: ASEAN Biodiversity Center head engages with Filipinos in Berlin

Atty. Roberto Oliva, executive director of the ASEAN Center for Biodiversity (ACB) in Los Baños, Laguna, talked about Philippine and Southeast Asian biodiversity and the work of the ACB to around forty (40) embassy personnel and Filipino community members on 10 March 2017 at the Philippine Embassy.

Atty. Oliva was in Berlin as part of the weeklong visit to Germany of a delegation organized by the German Enterprise for International Cooperation (GIZ), to attend the 5th annual plenary session of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) in Bonn. He was joined by Dr. Berthold Seibert, GIZ expert on the project “Protection of biodiversity in the ASEAN Member States,” and Mr. Saroj Srisai, Deputy Director of Environment at the ASEAN Secretariat. The team also visited Frankfurt am Main, Heidelberg and Eschborn, as well as Berlin, to meet with German officials involved in biodiversity issues and relevant technical/development cooperation, as well as to observe nature conservation initiatives.

In his talk at the Philippine Embassy, Atty. Oliva highlighted Southeast Asia’s contribution to global biodiversity, noting that three countries in particular—the Philippines, Indonesia, and Malaysia—account for a share of the world’s flora and fauna that far outstrips the geographic area they occupy.

He underscored that biodiversity is not an abstract idea, but one closely tied to each one of us, providing the food we eat, the clothes we wear, the beauty and hygiene products we use, and the materials we use to build our houses. He also talked about the work of the ACB and encouraged those attending the talk to visit the ASEAN Heritage Parks, which they monitor.

Meanwhile, Dr. Seibert spoke briefly about the technical cooperation offered by the German Government and the European Union for biodiversity conservation in Southeast Asia, including through the ACB.

After the talk, members of the audience were invited to participate in the discussion through a Q&A session. The exchange between the experts and the community members continued over a simple Filipino merienda prepared by the Embassy. (end)

In his 12 January New Year’s address to the diplomatic corps at the Bellevue Presidential Palace, Federal President Joachim Gauck emphasized the importance of countries to work together and not be overcome by fear nor be “intimidated by terrorism.” He called on all to put their trust in the tools of diplomacy and to strengthen and protect the rule of law.
