The Philippines calls for a stronger role for women and increased sustainability in agriculture

Berlin. The Philippines participated for the first time in the 6th Berlin Agriculture Ministers’ Summit and Global Forum on Food and Agriculture (GFFA), which took place from 16-18 January 2014. Department of Agriculture Undersecretary for Special Concerns Ms. Berna Romulo-Puyat led the Philippine delegation, which also included Representative (1st District Isabela) Rodolfo Albano III and Representative (2nd District Davao) Mylene Garcia-Albano and Ambassador Maria Cleofe Natividad.

Undersecretary Romulo Puyat served as panelist of the GFFA discussion on “Empowering Women in Agriculture” organized by Germany’s Fair Trade Forum. During the panel discussion, Ms. Romulo Puyat highlighted that the Philippines has embedded gender equality in both its culture and legal framework, with the country having been identified as having the smallest gender gap in Asia and 5th in the world, according to the World Economic Forum’s (WEF) Gender Gap Index. The Philippine government has also implemented gender and development programs to support rural development, particularly for microfinancing and entrepreneurship.

The Philippines also signaled its interest to explore deeper cooperation on fair trade, particularly on technical assistance in securing Fairtrade certification. Undersecretary Romulo Puyat highlighted that fair trade practices support marginalized sectors, promote equality between men and women, and help market Filipino products globally. Ms. Puyat noted that a product like Destileria Limtuaco & Co.’s Manille Liqueur de Calamansi would be in a prime position to secure fair trade labeling. The liqueur is largely produced by utilizing the calamansi rinds produced by female Mangyans from Oriental Mindoro. Sales help finance the Mangyan Center for Learning and Development, whose main objective is to preserve the Mangyan culture and language.

Ms. Puyat and Ms. Andrea Futter of the GEPA Society for the Promotion of Partnership with the Third World, Ltd. (GEPA The Fair Trade Company) agreed to explore future collaboration including technical assistance. Currently, GEPA carries Muscovado sugar and dried mangoes as part of its product lines.

During the Berlin Agriculture Ministers’ Summit, Undersecretary Puyat called on greater international cooperation to support disaster and climate-vulnerable countries like the Philippines to properly adapt, conserve and utilize its natural resources.END.

The Philippines to Say Thank You on 8 February 2014

Berlin, 6 February 2014.    Typhoon Haiyan is recorded as the strongest typhoon to hit the planet in recent history.
Last November 8, 2013, it devastated parts of Central Philippines. The number of lives lost and affected is unprecedented.
But ever since then, the world has been one with the Philippines in helping rebuild the nation – from sending relief goods, undertaking medical missions, all the way to pledging funds for the reconstruction of infrastructure.

It´s more yum in the Philippines at the International Green Week

Many Germans had the chance to sample Filipino cuisine and food ingredients for the first time during the Philippines’ inaugural participation in the International Green Week, recently held at the Messe Berlin fairgrounds on 17-26 January 2014.

The German public, who are known for being rather conservative in their food preferences, were drawn to the Philippine booth by the culinary creations of Chef Margarita Fores and her team from the Cibo Group, who successfully paired Filipino and German ingredients to create a fusion of tropical colors and a medley of unique flavors. Ms. Fores emphasized that their objective was to give Germans a sense of the familiar and to demonstrate that Filipino ingredients could find a regular place at their dinner table.

The Germans flocked to sample Chef Fores’ versions of adobo, including lamb adobo with atchara (pickled papaya), adobo rice topped with sour-sweet santol preserve, and chicken adobo rice rolled in broccoli rabe leaves. Chef Fores and her team, which included Patricia Ann Locsin, Mariel Bustamante, Anthony Prudencio and Rey Moraga, placed a strong focus on featuring the products of the seven (7) Filipino business exhibitors present at the fair. This included combining ingredients through such samples as:

  • German cheeses paired with mango, green mango, and mango-calamansi fruit preserves (courtesy of Kapfer’s Island Gems);
  • Sardine (courtesy of Permex) sotanghon with malunggay furitake (courtesy of JPM Japan Philippines Malunggay Eco Farm), crumbled chicharon, and organic eggs;
  • Adobo flakes with cream cheese and fresh dragon fruit (courtesy of Refmad-V Enterprise) on German brown bread;
  • Coconut sugar (courtesy of Tree Life Sugar) sweetened dragon fruit tea (courtesy of Refmad-V Enterprise); and

Head of Delegation and Department of Agriculture Undersecretary for Special Concerns, Ms. Berna Romulo-Puyat, also brought with her samples of Destileria Limtuaco & Co.’s new Manille Liqueur de Calamansi. Passersby were impressed by the calamansi-infused liqueur, which has a distinctive but similar taste to Italian limoncello.

According to Karen Adecer of the European Chamber of Commerce of the Philippines (ECCP), the Filipino exhibitors such as Banig Handicrafts and Ilocos Food Products, were able to get a sense of the European food market and were able to explore business opportunities with prospective clients in Germany.

The Berlin International Green Week, first founded in 1926, attracted 410,000 visitors this year and included 1,650 exhibitors from 70 countries representing the agriculture, horticulture, and food industries.

Senator Legarda calls for greater climate action through Renewable Energy Development

Frankfurt.   Senator Loren Legarda renewed her call for greater climate change action, particularly through significant reductions in greenhouse gas emissions and promotion of renewable energy development.

Sen. Legarda, the United Nations Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific, made the call in her keynote speech at the ThomasLloyd Cleantech Congress 2014 in Frankfurt, Germany on 24 January 2014.

“Findings of the Intergovernmental Panel on Climate Change (IPCC) show that there is 95 percent likelihood that human activity is the cause of global warming. Unless drastic cuts are introduced, global temperatures are projected to increase by 0.3 to 4.8 degrees Celsius by the end of this century. The IPCC warns that a 1.5 to 2.5 degrees Celsius increase in global mean temperatures from pre-industrial levels threatens extinction of 30 percent of all species,” she explained.

According to the 5th IPCC Report, human activity released 545 gigatons of carbon dioxide—the main greenhouse gas from 1750 to 2011. It is projected that if 1,000 gigatons of carbon dioxide is emitted, which at current rates will likely occur between 2040 and 2050, there is a one-in-three possibility that the 2 degrees Celsius limit above the pre-industrial level will be exceeded.

Of the carbon dioxide emitted, 2/3 was due to the burning of fossil fuels with 1/3 caused by deforestation and land-use change. In the last decade however, 90 percent of rise in carbon dioxide levels was due to burning of fossil fuels.

“We need to take action now because a warmer earth threatens food security and public health. It is projected to bring down GDP by three percent and threatens the survival of communities,” said Sen. Legarda.

“This brings me to my call for low emissions development strategy. Clean technologies play an invaluable role in sustainable development. The Philippines, though a minor emitter of greenhouse gases, is a leader in the use of renewable energy. In fact, the second in geothermal energy use. Early estimates indicate that we have more than 200,000 potential renewable energy resources that remain untapped,” she said.  To scale up renewable energy development and address the country’s growing power needs, landmark laws such as the Philippine Biofuels Act of 2006 and the Renewable Energy Act of 2008 were enacted.

Sen. Legarda said that the country’s National Renewable Energy Program has set out aggressive targets on renewable energy development from 2011-2030, aiming to nearly triple the existing capacity of 5,369 megawatts to 15,304 megawatts by the year 2030.

The Senator noted that there have been challenges in efforts to fast-track the development of the Philippines’ renewable energy resources more aggressively. Impacts on electricity pricing have been a major consideration among regulators, particularly as the country has one of the highest electricity rates in the world.

Recent events, however, have shown that conventional energy, which traditional views seem to favor, does not and cannot guarantee low electricity prices.

“A study by the Philippine Institute of Development Studies reports that one out of five people or 130 million in ASEAN lack access to electricity. The same study said that 16 million Filipinos remain to have no access to electricity. This is a market that can very well benefit from renewable energy development in the region,” she added.

“Renewable energy and energy efficiency technologies are valuable components of low carbon emissions development strategy.  They need to be embraced by everyone. Our search for responses to climate change realities requires the climate proofing of our energy sector,” said Sen. Legarda.
