Philippine Ambassador and Senator Pia Cayetano discuss PH-German Education Cooperation

September 29, 2013

29 September 2013. Berlin.  Senator Pilar S. Cayetano called on Ambassador Maria Cleofe R. Natividad during her visit in Berlin as part of her advocacy for education and in  her capacity as Chairperson of the Senate Committee on Education, Arts and Culture.

Senator Cayetano visited some schools in Berlin to learn more about the German system of education, particularly with respect to promoting languages and sports among the youth. She is exploring the possibilities of bilingual education, particularly in the context of Germany.

The Senator went to the Friedrich-Engels-Gymnasium, the oldest Spanish bilingual school in Berlin for a discussion of the curriculum of the school as compared with that  of the Philippines.  The school has 980 students from grade one to twelve and works in close cooperation with the Spanish Ministry of Education.
Senator Cayetano also visited one of the four elite sports and high performance schools in Berlin, and one of the biggest elite sports schools in Germany.  It has a land area of 5 hectares that trains students from grade one to twelve with special emphasis on seventeen sports disciplines.  The current Olympic World and European champion in the men’s discus throw, Robert Harting, is a product of said school as well as Sabine Lisicki, number 16th in the current singles ranking in tennis and a finalist in the 2013 Wimbledon tennis competition.

Senator Cayetano examines the possibility of integrating more sports in the Philippine education curriculum to increase Philippine participation in the Olympic Games and other sports competitions. END

Ms. Charlotte Gödicke: In Remembrance of The Beloved German Daughter of Sagay

September 25, 2013

BERLIN.  Ambassador Maria Cleofe Natividad flew into Manila from Berlin last August bearing the remains of Ms. Charlotte Gödicke, an educator from Osterholtz, Lower Saxony, Germany, who helped inspire the community of Sagay City to achieve sustainable livelihoods through the Sagay-Osterholz Partnership.
Ambassador Natividad was met by representatives from the office of Congressman Leo Rafael Cueva of the Second District of Negros Occidental.  Ms. Godicke – considered by Sagaynons as “the beloved daughter of Sagay” – passed away on 21 February 2013.  From Manila, her remains were brought to their final resting place in Sagay City.

Ms. Godicke is a German citizen that had for decades been a champion of many humanitarian programs in the Philippines. She first came to Sagay in 1980 as part of the Sagay-Osterholz Partnership Program, a three decade friendship network established between Sagaynons  and the people of Osterholz District, Germany with the aim of fostering cooperation in the fields of culture, education and livelihood building.  Ms. Godicke had been instrumental in helping the community of Sagay develop and enhance its healthcare, school and administrative services.  Her selfless dedication and humanitarian efforts were recognized by the Philippine Government when she was conferred the Presidential Bana-ag Award in 2004.

Sagay City Mayor Leo Rafael M. Cueva had even described Ms. Godicke as “a one woman NGO” and acknowledged that her lifelong involvement and untiring efforts forever changed the lives of Sagaynons.   (END)

Philippine Ambassador and the Lord Mayor of Essen aim for closer ties

September 13, 2013

13 September 2013, Berlin –  Ambassador Maria Cleofe R. Natividad called on the Lord Mayor of the City of Essen, Oberbürgermeister Reinhard Paß, at the modern Town Hall of Essen, a leading German city in the Ruhr industrial area and home to important mining, steel and power companies in Germany, to further strengthen economic and business ties with the Philippines.

Lord Mayor Paß and members of his City Government, including First Bürgermeister Rudolf Jelinek, Second Bürgermeister Franz-Josef Britz and Third Bürgermeister Rolf Fliß, warmly welcomed Ambassador Natividad, who was accompanied by Minister Mardomel Celo D. Melicor, Philippine Honorary Consul in Essen Heinz-Peter Heidrich, Honorary Vice Consul Milagros Wandelt, and Fr. Dietmar Weber, OSC, parish priest of the Filipino parish in Essen.

Lord Mayor Paß mentioned the long historical ties between Germany and the Philippines, and the contribution of the Filipinos who have settled in Essen to the economic and cultural life of the city.  He referred specifically to the excellent reputation of Filipino nurses in caring for the sick and elderly, noting Essen’s need for health care workers.  He expressed his satisfaction that the Philippines has an Honorary Consulate in Essen.  He urged the Ambassador to visit the many cultural establishments of his city, which has successfully transformed itself from a mining and industrial city in the past two centuries into a modern service-oriented city with museums, concert halls and year-long cultural events.  Essen was declared the European cultural capital in 2010.

Ambassador Natividad thanked the Lord Mayor and informed him of the robust exchanges between the Philippines and Germany.  She cited high-level visits to Manila of Foreign Minister Dr. Guido Westerwelle and Labor Minister Ursula von der Leyen, and the visits to Germany of Secretary of Foreign Affairs Albert F. del Rosario in December 2011, and Vice President Jejomar Binay and Secretary of Finance Cesar A. V. Purisima in 2013.

The Ambassador also informed them of the recent signing of the bilateral agreement on the avoidance of double taxation, and cooperation in other fields such as in social security, defense.  She announced the first political consultation meeting scheduled next month in Manila as another indication of the enhanced bilateral cooperation between both countries.

She emphasized that many German companies based in Essen like STEAG and Thyssen-Krupp are active in the Philippines, and she would like to see more Essen industrial and service firms investing in the Philippines.

Ambassador Natividad also revealed that the first batch of Filipino health care professionals are expected to arrive in Germany before the end of the year.  Responding to the Lord Mayor’s remark on the need of Essen for health care workers, she stated that PH is willing to work closely with Essen to address these challenges.

The Essen based STEAG power company, of which the City of Essen is a part owner, runs a very successful 210 MW coal power plant in Northern Mindanao through its subsidiary, STEAG State Power.  The coal plant, which can still double its present capacity, has contributed immensely to the energy supply and power reliability of Mindanao.  STEAG is also embarking on a renewable energy project for wind turbines in Luzon.

To honor the visiting Ambassador, Lord Mayor Paß presented the great seal of the City of Essen to Ambassador Natividad, and thereafter requested her to sign the city’s ceremonial “Steel” guest book.

Philippine Honorary Consul in Essen Heinz-Peter informed Lord Mayor Paß of the plan of the Filipino community in the region to hold a whole day affair in Essen on 14 June 2014 to commemorate the anniversary of the declaration of Philippine Independence and the 60th anniversary of Philippine German diplomatic relations.  Lord Mayor Paß indicated to Ambassador Natividad his willingness to co-sponsor the event, which will take place in the city plaza right beside the Essen cathedral.   (END)

PHILIPPINES-GERMANY SIGN DOUBLE TAXATION AGREEMENT

September 12, 2013

Berlin.  Secretary Cesar V. Purisima, on behalf of the Philippine government, signed the Philippines-Germany Double Taxation Agreement (DTA) at the Federal Foreign Office in Berlin.  The updated Double Taxation Agreement will further spur the Philippines’ burgeoning economic relationship with Germany by reducing the tax burden of Filipino and German investors.

The DTA is expected to reduce tax impediments to cross-border trade and investment and will enhance mutual cooperation on tax evasion, particularly by improving the exchange of information between Philippine and German tax authorities.  The agreement will also enhance mobility by directly benefiting citizens residing in each other’s countries.  This, for example, would allow Germans in the Philippines to avail of tax relief and would potentially stimulate technology transfer from Germany to the Philippines.

Both sides highlighted that the Double Taxation Agreement is an important step towards elevating bilateral relations to a new level.  During policy discussions following the signing ceremony, Secretary Purisima and senior officials of the Federal Foreign Office explored the future direction of relations, including technical cooperation on finance-related matters.  Secretary Purisima suggested that both countries work together on the global stage to address shared challenges, such as combating tax evasion and promoting disaster risk insurance.  Secretary Purisima has proposed the creation of global system of a Tax Identification Numbers (TIN).  The Philippines is also currently working with the ADB on a pilot earthquake insurance facility and is eyeing the creation of a regional insurance pool.  Germany, for its part, is supporting joint EU action against tax evasion and tax avoidance.  Germany was recently affected by intense flooding in June 2013 while the Philippines ranks as one of the most disaster prone countries in the world.
Secretary Purisima’s visit comes on the heels of high-profile exchanges in recent months that have included separate visits of Vice President Binay and Foreign Secretary del Rosario to Germany and German Foreign Minister Westerwelle and Labor Minister von der Leyen to the Philippines.  The Philippines and Germany will be celebrating 60 years of diplomatic relations in October 2014 and both countries are looking towards more high value engagements in the coming months.END
