Reminder on DOJ IACAT Revised Guidelines on Departures Formalities for International Bound Passengers as Tourist or with Temporary Visitor’s Visa

The Philippine Embassy in Berlin wishes to remind the public on the additional documents being requested for Filipinos departing from the Philippines pursuant to the Department of Justice’s Memorandum Circular No. 036 dated 15 June 2015 or the Inter-Agency Council Against Trafficking (IACAT) Revised Guidelines on Departure Formalities for International-Bound Passengers.

A passenger intending to travel abroad as tourist or with temporary visitor’s visa shall undergo primary inspection and, the following documents are required to be presented: valid passport; visa whenever applicable or required; and round-trip or return ticket.

When deemed necessary, the passenger shall be referred to the Travel Control and Enforcement Unit (TCEU) for secondary inspection.

If the passenger is travelling through a sponsor, the following additional documents shall be required:

  1. Affidavit of Support and Undertaking duly authenticated by the Philippine Embassy or Consulate, showing:
    1. The relationship of the sponsor and the passenger within the fourth (4th) civil degree of consanguinity (e.g., pinsang buo) or affinity (e.g., bayaw, hipag/biyenan);
    2. Financial capacity with Legal status of the sponsor; and
    3. Contact information of the sponsor; and/or
  2. Affidavit of Support and Undertaking executed by a person or legal/juridical entity duly authenticated by the Philippine Embassy or Consulate showing:
    1. Contact information of the sponsor;
    2. Financial capacity with legal status of the sponsor; and
    3. Registration papers of the sponsor, if a legal or juridical entity
  3. In cases of a local sponsor travelling with the passenger, a duly notarized Affidavit of Support and Undertaking which shall contain the following:
    1. Financial capacity of the sponsor
    2. Reason for sponsorship
    3. Undertaking by the sponsor that the travel is solely for tourism purposes and the passenger shall return upon completion of the tour;
    4. Complete address of the sponsor and other contact details; and
    5. Registration papers, if the local sponsor is a legal or juridical entity with its duly authorized representative travelling with the passenger.

A passenger shall be automatically referred to secondary inspection, when the passenger:

  1. Has no financial capacity to travel and is escorted/accompanied by a foreign national who is not a relative by consanguinity or affinity;
  2. Is a minor travelling alone or unaccompanied by either parent or legal guardian without the required travel clearance from the Department of Social Welfare and Development (DSWD);
  3. Is the spouse of a foreign national intending to depart for the first time to join the foreign spouse or a partner of a foreign national intending to depart to meet and/or marry his/her fiancé/fiancée without the Commission on Filipinos Overseas (CFO) Guidance and Counselling Certificate;
  4. Is travelling to countries with existing deployment bans, in alert levels 3 and 4, and travel advisories and is in possession of visas to said countries; and/or
  5. Had previously stayed for more than six (6) months as a tourist / temporary visitor, and is intending to depart for the second and/or subsequent time.

Questionable passports, visa, immigration stamp, and other travel documents shall be confiscated by the BI and forwarded to its Anti-Fraud Unit for laboratory examination.

PHILIPPINE EMBASSY IN BERLIN HOSTS FIRST INFORMATION AFTERNOON ON GERMAN INTEGRATION, AND SEPARATION AND DIVORCE UNDER GERMAN LAW

27 September 2021 – The Philippine Embassy in Berlin hosted its first Informationsnachmittag (Information Afternoon) for the year last Saturday, 25 September 2021, 14:00 – 16:30 CET on German Integration, and Separation and Divorce Under German Law. The event was held in partnership with Ban Ying e.v., a specialized counselling center which works to combat human trafficking and to campaign for the rights of migrant women especially those who experience abuse, violence  and  exploitation.

The Informationsnachmittag featured Wilfred Dominic “Wil” Josue, a former Filipino and a migration integration expert, who discussed on how one could better understand German culture and society, including relationship with Germans in the context of marriage/partnership. Mr. Josue also narrated his own  personal journey of integration in Germany. 

The highlight  of the event was the lecture by  Family Court Lawyer Ms. Maria Wilken who explained the relevant German  laws and their  provisions about the rights and entitlements of women who go through separation and divorce, including custody and access to children, child and spousal support,  pension adjustment and maintenance settlement.  Atty. Wilken also elaborated on the divorce process itself, and how  it affects the migrant spouse’s residence permit. 

The session was attended by the Embassy consular/Assistance-to-Nationals team  and some women-members of the Filipino community.  The topic is of high relevance, as many of  the Filipino women in Germany are married to German nationals.

PHILIPPINE EMBASSY IN BERLIN BRINGS CONSULAR SERVICES TO HAMBURG

20 September 2021 – The Philippine Embassy in Berlin held it first consular outreach mission this year,  in Hamburg,  on 18 – 19 September 2021. The 7-member consular team, led by Chargé d’affaires, a.i. Lillibeth V. Pono, rendered one hundred and fifty eight (158) consular services covering passport renewal, legalization of documents, civil registration, and consular consultations.

In addition, thirty-five (35) overseas voters’ applications were received and processed, and eleven (11)  availed of POLO/OWWA services.   

 There are approximately 4,425 Filipinos living in Northern Germany[1]   majority of whom are spouses of German nationals.   This profile though is gradually changing,  as many Filipinos now arrive in Germany for purposes of work – i.e. as nurses, I.T. professionals, and “trainees”.

This is the Embassy’s first consular  outreach mission since the pandemic started,   made possible through the Embassy’s partnership with  the Federation of Filipino Organizations in Northern Germany e.V. (FFONG). END

The Philippine Embassy in Berlin joins the nation in celebrating the DEVELOPMENT POLICY RESEARCH MONTH with a theme: “Reset and Rebuild for a Better Philippines in the Post-Pandemic World”
