PHILIPPINE OVERSEAS EMPLOYMENT ADMINISTRATION ADVISORY NO. 56 SERIES OF 2020

 

NO POEA GOVERNING BOARD RESOLUTION REQUIRING PAYMENT OF PHILIPPINE HEALTH INSURANCE CORPORATION (PHILHEALTH) CONTRIBUTIONS IN THE ISSUANCE OF OVERSEAS EMPLOYMENT CERTIFICATES (OECS) FOR OVERSEAS FILIPINOS WORKERS (OFWS)

 

The POEA hereby informs the public that since the passage of Republic Act 11223, otherwise known as the Philippine Universal Health Care Act, the POEA Governing Board, a tripartite policymaking body with DOLE Secretary Silvestro H. Bello III as its Chairperson, has not passed a resoution that authorizes the POEA to require OFWs to pay Philhealth premium in their application for the issuance of OECs.

 

As such, the public is assured that POEA systems and processes on the issuance of OECs are currently not linked with that of PhilHealth, and is consistent with the directive of President Rodrigo R. Duterte to ease OFWs of additional burden by suspending the collection of higher premiums from OFWs. Likewise, the POEA is compliant with the same presidential directive to recognize the payment of PhilHealth membership contribution as voluntary.

On Temporary Cancellation of Inbound Flights In All Philippine International Airports Starting 3 May 2020

 

The public is advised that in view of public health and safety considerations, all international airports in the Philippines will be closed to all international inbound flights carrying Filipino and foreign passengers starting 3 May 2020 for the duration of one week.

Only cargo operations, utility and maintenance flights, and flights transporting medical supplies and equipment will be allowed to proceed.

Affected travelers are respectfully advised to contact their respective airlines/carriers regarding flight status and related arrangements.

Philippines Takes Part in Webinar on German-Asian Business Outlook

Panelists for the OAV Webinar

Philippine Ambassador to Germany Theresa Dizon-De Vega served as a panelist in a Webinar on “Corona Crisis – Current Challenges and Outlook on German-Asian Business” organized by the German Asia-Pacific Business Association (OAV) on 30 April 2020.

Joining Ambassador Dizon-De Vega on the panel were Hans Georg Frey, Chairperson of the OAV, Ambassador Laurence Bay of Singapore, Ambassador Lynette Wood of Australia, Prof. Thomas Bauer, Chair of the Supervisory Board of Bauer AG, Prof. Dr. Ing. Axel Stepken, President and CEO of TÜV SÜD AG, and Ms. Almut Rossner, OAV Executive Board Member.

Over 180 persons from the German Business Community participated in the webinar with more expected to view the complete recorded program on the OAV’s online site.

The panel discussion was designed to provide an opportunity for countries in the Asia-Pacific Region to update the German business community and policy-makers on their various COVID-19 responses with a particular focus on strategies and programs to address the economic impact of the crisis.

Ambassador Dizon-De Vega shared with the participants the short, medium, and long-term policies at the implementation, fine-tuning, and planning stage of the Philippine Government anchored on the 4-Pillars of the Socioeconomic response to the pandemic.

The discussion likewise provided an opportunity for Asia-Pacific countries to get feedback on the concerns and challenges being faced by the German business community and ways to re-build international economic engagement moving forward. END

Gradual Resumption of Consular Operations on Monday, 11 May 2020

In view of the announcement of the German Federal Government on the gradual easing of COVID-19 related restrictions in Germany, the Philippine Embassy will partially resume consular operations starting 11 May 2020.

For health and safety precautions, the Embassy shall temporarily adopt the following measures: accept consular applicants on “appointment basis”, limit the number of applicants per day, reduce the number of opening hours to the public, and accept only mailed-in applications for certain services.

Due to the German government’s on-going recommendation to limit regional and international travel to prevent the transmission and spread of the COVID pandemic, and because of the limited appointment capacity and logistical challenges, until normal operations resume, the Embassy will extend its appointment for consular services solely for clients residing in the Federal States under the Embassy’s jurisdiction: Berlin, Brandenburg, Hamburg, Bremen, Saxony, Lower Saxony, Saxony-Anhalt, Schleswig-Holstein, and Mecklenburg-Vorpommen.

Those residing in the Federal States of States of Hesse, North Rhine Westphalia, Baden-Württemberg, Rhineland Palatinate, Saarland, Thuringia and Bavaria are advised to directly inquire with the Philippine Consulate General in Frankfurt am Main. Those residing outside Germany are advised to contact the Philippine Embassy which has jurisdiction over them.

A. Consular Services to be applied for in Person, by APPOINTMENT ONLY. Consular Section will accept applicants from 10:00 am up to 1:00 pm, Monday-Wednesday-Friday (MWF), except on holidays, for these services:

1. Passports (first time application/ and renewal); and/or extension of passport validity;
2. Travel Document – for one-way travel to the Philippines
3. Acknowledgement of Special Power of Attorney, Affidavits
4. NBI Clearance – According to NBI, applicants who have previously issued NBI clearances (from 2014 onwards) can now renew their NBI clearance without the need of accomplishing new NBI fingerprint form No. 5 (provided that there have been no changes to their personal data).

F. ADDITIONAL MATTERS:

• All services/ documents applied for shall be released by Mail, except in emergency situations. Thus, applications should include paid self-addressed envelopes.

• We apologize for possible delays in release of documents, particularly Passports. COVI19 -related courier limitations are also causing delays in the shipment of passports from the Philippines to the different Foreign Service Posts worldwide. This situation is now being addressed by the Department of Foreign Affairs with its courier service provider.

Passport applicants, thus, will have the option to apply, at the same time, the extension of passport validity (if expiring within the year 2020) while waiting for the arrival/ release of the new passport.
